Result of ServiceConduct the final evaluation of its UN Sustainable Development Cooperation Framework (UNSDCF) covering January 2022 to April 2025. This evaluation is critical, occurring within Yemen's severe and complex crisis context where the UN works across the humanitarian-development-peace nexus to support recovery, resilience, and the SDGs. The ultimate result of this service is a comprehensive Final Evaluation Report, which will provide evidence-based findings, conclusions, and actionable recommendations. This report serves the dual purpose of informing learning and improvements for the next UNSDCF cycle and strengthening accountability to the Government of Yemen, donors, and other stakeholders regarding the collective UN results achieved during the current framework. The evaluation team will be responsible for designing and implementing a conflict-sensitive, mixed-methods evaluation methodology adhering to UNEG standards. Key tasks include extensive desk reviews, stakeholder interviews, data analysis, assessing the UNSDCF against evaluation criteria (relevance, effectiveness, efficiency, etc.), analyzing the Theory of Change, and integrating UN programming principles like Leaving No One Behind and Gender Equality. Work LocationAden / Remote Expected duration45 days Duties and ResponsibilitiesBackground: The United Nations Country Team (UNCT) in Yemen is commissioning an independent evaluation of its UN Sustainable Development Cooperation Framework (UNSDCF) for the period January 2022 โ€“ April 2025. Yemen faces a complex and severe crisis encompassing conflict, humanitarian needs, economic instability, and climate vulnerabilities. The UNSDCF represents the UN's collective strategy to support Yemen's development agenda, address recovery and resilience, and advance the Sustainable Development Goals (SDGs) within this challenging context, utilizing a humanitarian-development-peace nexus approach. This evaluation aims to enhance learning for future programming (including the next UNSDCF cycle) and strengthen accountability to the Government of Yemen, donors, and beneficiaries regarding the UN's collective results. Responsibilities: โ€ข Develop and finalize a robust, conflict-sensitive evaluation methodology, including an inception report, evaluation matrix, and data collection tools, adhering to UNEG Norms, Standards, and Ethical Guidelines. โ€ข Conduct a comprehensive desk review of relevant documents (UNSDCF, reports, CCA, etc.). โ€ข Lead and carry out data collection through mixed methods (interviews, focus groups, secondary data analysis) โ€“ National Consultants will lead in-country data collection. โ€ข Analyze the UNSDCF's Theory of Change and assess its performance against evaluation criteria (Relevance, Adaptability, Coherence, Effectiveness, Efficiency, Coordination, Impact Orientation, Sustainability). โ€ข Assess the UNSDCF's contribution to national priorities, the SDGs, and results along the humanitarian-development-peace nexus. โ€ข Ensure integration of UN programming principles (LNOB, Human Rights, Gender Equality & Women's Empowerment, Disability Inclusion, Sustainability & Resilience, Accountability) throughout the evaluation. โ€ข Produce high-quality deliverables: Inception Report, Preliminary Findings presentation, Draft and Final Evaluation Reports, including clear findings, conclusions, and actionable recommendations. โ€ข Collaborate effectively with the Evaluation Manager, Evaluation Steering Committee, UNCT, government counterparts, and other stakeholders. Qualifications/special skillsMasterโ€™s in political science, public administration, development studies, law, human rights, social science, or other relevant field is required. PHD is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A Minimum of five years of experience in designing and leading evaluations of UNDAF/CF or UN agency Country Programme, or major bilateral donor Country Programmes, is required. Extensive experience in the UN programming principles including leaving no one behind LNOB, human rights, gender equality and women's empowerment, disability inclusion, environmental sustainability and resilience, and accountability is required. Strong data collection and analysis skills is required. Strong communication skills both written and verbal in English, along with excellent report writing and organizational skills is required. In-depth knowledge and strong research record of country socio-economic development and environment context is desirable. Prior experience in working with multilateral agencies is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat; For this position, fluency in English and Arabic is required.
