Organizational Setting

FAO Mongolia works with the vision \"to be a leading, credible and responsive partner in ensuring food and nutrition security of the population\". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.ย 


Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative in Mongolia will report to the FAO Representative in Mongolia, under the technical supervision of a Lead Technical Officer (LTO) and in collaboration with the ACT project coordinator.ย 


Technical Focus

The incumbent will be responsible for a range of tasks related to the management of antimicrobial resistance (AMR), with a specific focus on data governance, analysis, and integration within the food and agriculture sector.ย 


Tasks and responsibilities

Under the overall supervision of the FAO Representative in Mongolia and the technical supervision of the Regional Project Coordinator, Food Safety Officer, Lead Technical Officer (LTO), and Animal Health Officer (InFARM team lead and AMR surveillance coordinator), and in close collaboration with the InFARM team and the Global Project Coordinator, the National Specialist on AMR data management will perform the following tasks:

โ€ข ย  ย Conduct a comprehensive review of the country's current approach to managing antimicrobial resistance (AMR), with a particular emphasis on foodborne AMR and its data management within the food and agriculture sector.
โ€ข ย  ย Study and analyze the International FAO Antimicrobial Resistance Monitoring (InFARM) System โ€“ Manual for Implementation to guide the development of the monitoring system;ย 
โ€ข ย  ย Provide technical and methodological support to establish a foundational monitoring system for AMR in the Mongolian agrifood sector; ย  ย  ย  ย  ย  ย 
โ€ข ย  ย To participate in the regional InFARM training and e-learning course (VLC) for focal points;
โ€ข ย  ย Organize InFARM training sessions for veterinary and food safety authorities, as well as laboratory personnel, on AMR and antimicrobial use (AMU) data collection and reporting in the InFARM system;
โ€ข ย  ย Support InFARM national focal points through mentoring on AMR data collection, collation, management, analysis, visualization, and use;
โ€ข ย  ย Study the InFARM system, IT platform, and its implementation roadmap and present findings to key stakeholders in the agrifood sector; ย 

In implementing InFARM, follow and harmonize international standards and recommendations issued by the FAO, the Codex and the WOAH. For example, the following AMR standards and guidelines will be included:
โ€ข ย  ย Codex Alimentarius Guidelines on integrated monitoring and surveillance of foodborne AMR;
โ€ข ย  ย WOAH standard: Terrestrial Animal Health Code, Chapter 6.8., Harmonization of national antimicrobial resistance monitoring and surveillance programmes;ย 
โ€ข ย  ย Terrestrial Manual of Diagnostic Tests and Vaccines for Terrestrial Animals, Chapter 2.1.1., Laboratory methodologies for bacterial antimicrobial susceptibility testing;
โ€ข ย  ย FAO Guidelines on monitoring and surveillance of antimicrobial resistance in bacteria from healthy food animals intended for consumption (Volume 1);

โ€ข ย  ย Assist the National Project Coordinator in organizing training sessions, workshops, and meetings, including drafting concept notes and reports;
โ€ข ย  ย Provide guidance and support for the implementation of pilot studies aimed at collecting AMR/AMU data;
โ€ข ย  ย Assist in raising awareness of foodborne AMR among herders, farmers and veterinarians by disseminating clear messages that outline the recommended actions to avoid foodborne AMR;
โ€ข ย  ย Follow up on findings and recommendations from the FAO-Progressive Management Pathway (PMP), the ATLASS Assessment, the ACT Tool assessment;
โ€ข ย  ย Assist in the translation of technical and training materials;
โ€ข ย  ย Perform other relevant duties as requested by FAO;

Minimum Requirements ย ย 
ย 
โ€ข ย  ย Bachelor ย university degree in Veterinary and/or Law
โ€ข ย  ย Minimum of 5 years of experience in animal health sector.
โ€ข ย  ย Good command of written and spoken English and Mongolian
โ€ข ย  ย National of Mongolia or resident with a valid work permit.
