ย Context
Under the overall guidance of the Sub-Regional Director (SRD) of the mission with Sub-Regional Functions for Southern Africa in Pretoria (SRO-SA) and ย under the direct supervision of the Senior Sub-Regional Resources Management Officer (SSRMO), SRO-SA and in close coordination with the Deputy Regional Director โ Management (DRD-M) in the Regional Office (RO) for East, Horn and Southern Africa (EHSA) in Nairobi, Kenya, the Department of Financial and Administrative Managementย (DFM) at Headquarters (HQ) and the Administrative Centres in Manila (MAC) and Panama (PAC), the incumbent will be responsible and accountable for supporting, monitoringย and coordinating the budgetary, financial, supply chain and other administrative functions of the office of SRO-SA, Country Offices and / or Sub-Office(s) in the SRO and providing support in these areas to staff.
- Provide assistance in the supervision of the administrative, financial, and supply chain functions of the COs within the Sub-Region, in accordance with the Organizationโs policies and procedures.
- Monitor the financial management function in the Sub Region to address issues relating to accounting, budgeting and treasury matters in a timely fashion.
- Ensure timely submission of necessary financial and administrative reports and documentation of the Country Offices within the Sub-Region to relevant HQ Departments and to MAC/PAC, as appropriate.ย
- Identify and inform the SSRMO of urgent financial, personnel and other resource needs or of risks resulting from resources mismanagement or fraud pursuant to established rules and instructions.
- Identify resource management-related training needs of the Sub-Region; assist Chiefs of Missions of Country Offices in promoting career development of staff under their supervision in accordance with IOM rules and regulations.
- Work closely with the SSRMO in ensuring the establishment and regular update of Business Continuity Plans (BCP) in the Regional Office as well as Country Offices within the Region.
- Maintain appropriate internal controls in the Sub-Region to safeguard the Organizationโs assets, control cash and prevent fraud. Strengthen internal controls in the region by documenting and streamlining approval processes, including control of accounts and control of cash management.ย
- Collaborate with and provide support to the COs in the Region in the preparation of donor financial reports in accordance with donors and IOM regulations and established procedures. Assist in the preparation of the annual budget for the COs, oversee budget control process and analyse and address variances between budget and actual expenditures. Assist in the preparation of budgets for new programs and projects.ย
- Train new staff in the Sub-Region in regard to relevant areas of administration/finance and compliance to IOMโs policies and procedures, including WAVE. Undertake regular travel to missions in the region in view to building resource management capacity of staff in the field, ensuring that IOM rules and regulations are followed.
- Support and follow-up of Resource Management reports and documentation to be submitted by the COs within the Sub-Region to HQs/PAC/MAC, as appropriate.
- Support the SSRMO in coordinating the SROโs annual budget submission and controlling expenditures to ensure that costs are contained within approved allocations.
- Support oversight of Supply Chain services, including contracts with suppliers of goods and services and related administrative authorities; oversee the management of the fleet of vehicles, the maintenance of the premises, and the functioning of all support services at the Country Offices
- Participate in UN meetings such as the UN Operations Management Team (OMT) or ONE UN working groups, when required.ย
- Perform such other duties as may be assigned.ย Education
- Masterโs degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with two years of relevant professional experience; or,
- Bachelorโs degree in the above fields with four years of relevant professional experience.
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.Accredited Universities are those listed in the UNESCO World Higher Education Database.ย Experience
- Experience in all areas of financial administration including financial management, accounting and budgeting.
- Experience in human resources, procurement and logistics.
- Experience using an Enterprise Resource Planning (ERP) system.ย
- Experience in emergency operations is an advantage.
- Experience in monitoring and evaluation and / or audit is an advantage.
