ย  Context Under the direct supervision of the AVRR Coordinator, and the overall supervision of the IOM Head of Programme and Chief of Mission of IOM Algeria, the incumbent will be responsible for supporting the daily management of the Reception Facility for Voluntary Return (DARV), working closely with the AVRR, Protection, and Operations Units and with IOM partners.

1.ย ย ย ย Coordinate the day-to-day running of the Reception Facility for Voluntary Return (DARV), which accommodates up to 300 migrants per day. Serve as main focal with the main service provider (OPLA) for the maintenance, catering of the DARV, pre departure activities, distribution of kits, liaising with other IOM partners, and staff scheduling and rotation, whilst ensuring compliance with IOM standard operating procedures.

2.ย ย ย ย In coordination with the Information Management Unit and the Field Support staff, monitor MiMOSA cost management DARV activities and beneficiaries and flag any concern to the IOM Algeria IM Unit.

3.ย ย ย ย Coordinate with Direct Assistance staff to review and consolidate identified operational needs at the DARV and follow up with the Procurement and Logistics Unit to ensure timely procurement of goods and services, in line with IOM procedures.

4.ย ย ย ย Facilitate accountability towards migrants (AAP) by supporting the establishment and implementation of a feedback and complaints mechanism, in coordination with the AAP Officer.

5.ย ย ย ย Contribute to monitoring activities at the DARV by assisting the M&E Unit with data collection and reporting to support continuous improvement of services.

6.ย ย ย ย Support external activities taking place at the transit center, acting as focal point in coordination with the Programme Unit, including preparation for visits by government, donors, and others.

7.ย ย ย ย Facilitate the participation of migrants in the DARVโ€™s governance system, with an emphasis on the meaningful inclusion of all migrants in decision-making processes in coordination with the AAP and M&E Officers.

8.ย ย ย ย Support the dissemination, awareness, and observance of the DARV's internal rules, apply disciplinary measures as instructed, and report any incidents or challenges to the supervisor.

9.ย ย ย ย Coordinate the referral of migrants with specific needs to the relevant IOM units (e.g. protection, medical, operations, reintegration), ensuring timely communication and follow-up.

10.ย ย ย ย Prepare and submit detailed weekly operational reports, highlighting progress, challenges, and suggestions, to support the proper functioning of the center.

11.ย ย ย ย Supervise and guide a team of assistants at the center, ensuring effective task distribution, monitoring of their work performance, and supporting staff well-being, quality of work and compliance with standards.

12.ย ย ย ย Coordinate the implementation of AVRR procedures for all migrant movements, in close collaboration with the AVRR Coordinator.

13.ย ย ย ย Support the implementation of pre-departure activities at the DARV, including MHPSS and livelihoods assistance, in coordination with service providers.

14.ย ย ย ย Collaborate with the Medical, Operations, and Protection teams, to support the daily delivery of services related to migrant arrival, check-ins, identity verification, non-food item (NFI) distribution, room assignment, check-out procedures, pre-departure logistical arrangements for airport transfers.

15.ย ย ย ย In coordination with the finance and procurement teams, support the financial and administrative processes of the DARV, in in line with allocated resources, IOM financial and administrative standards, and in close coordination with IOM Algeriaโ€™s relevant units.

16.ย ย ย ย Contribute suggestions to improve DARV management coordination processes, particularly with OPLA, and report any challenges immediately to the appropriate supervisor(s).ย 
17.ย ย ย ย Perform any other tasks that may be assigned.

Education

โ€ข ย ย ย ย Bachelorโ€™s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,ย 
โ€ข ย ย ย ย Masterโ€™s degree in the above-mentioned fields

โ€ข ย ย ย ย Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures.
โ€ข ย ย ย ย Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
โ€ข ย ย ย ย Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

โ€ข Good understanding of migration-related subject areas dealt with by the Organization;

  • For this position, fluency in French is required (oral and written).ย 
  • Knowledge of Arabic, Bambara, Hausa or Germa/Songhai is an advantage.ย
