National Project Officer -(Immigration and Border Governance-(IBG)) -Selibaby

The Immigration and Border Governance (IBG) Unit at IOM Mauritania supports relevant Governmental authorities in enhancing their capacities to manage borders efficiently in a coordinated and integrated way. Current and upcoming interventions include extensive training, equipment and infrastructure provision programme for different Ministry of Defence, Ministry of Interior and Ministry of Finance departments mandated with border management in Mauritania on various technical topics, policy support, initiatives related to International Migration Law (IML) and rule of law, rights-based border management, Integrated Border Management (IBM), Humanitarian Border Management (HBM), SAR (Search and Rescue) countering-cross border crime, development and trade, legal identity (migrant registration, biometrics, travel document standards) and cross border cooperation with neighbouring countries in the above domains including implementation of international agreements in support of humane and orderly migration.  

Under the overall supervision of the Chief of Mission and the direct supervision of the Projects Manager, the incumbent will be providing technical support to the thematic programme in support of border management authorities in the Islamic Republic of Mauritania. S/he will also provide technical expertise and inputs in the IBG projects at IOM Mauritania, supporting the strategic development and implementation of migrants’ human-rights and protection approaches in the Country.

1. Planifier et coordonner la mise en œuvre des activités relevant des projets liés à la Gouvernance de l’Immigration et des Frontières (IBG), en contribuant à l’identification des synergies et à la facilitation des liens avec les autres activités du Bureau Pays (CO).

2. Gérer et superviser l’équipe IBG opérant dans la zone couverte par le bureau de Sélibaby, conformément aux responsabilités spécifiques du poste.

3. Rédiger la documentation, notamment les documents stratégiques, protocoles d’accord, plans de coopération, notes d’intervention (talking points), etc., dans le domaine thématique de l’IBG.

4. Suivre et analyser le contexte national et régional dans le domaine de l’IBG, en particulier le droit international et national, les accords internationaux et le contexte géopolitique liés à la migration et à la gouvernance des frontières.

5. Assurer des présentations et dispenser des modules de formation aux bénéficiaires dans les domaines thématiques pertinents de l’IBG.

6. Suivre les aspects budgétaires, administratifs et techniques du programme conformément aux politiques et procédures de l’OIM ainsi qu’aux exigences des bailleurs, et porter à l’attention du superviseur les conclusions, insuffisances et lacunes identifiées, accompagnées de recommandations.

7. Appuyer le suivi des processus d’approvisionnement ainsi que des projets de réhabilitation par la facilitation en temps opportun de tous les processus administratifs, organisationnels et d’appel d’offres nécessaires, en coordination avec l’Unité de Gestion des Ressources et les partenaires locaux.

8. Orienter et suivre la mise en œuvre des projets ainsi que le travail des partenaires locaux de mise en œuvre. Prendre les mesures correctives appropriées et formuler des recommandations pour améliorer l’efficacité si nécessaire ; rédiger et contribuer aux rapports réguliers de projets et d’activités et préparer des contributions aux rapports narratifs destinés aux bailleurs.

9. Coordonner les réunions et les activités de renforcement des capacités pour les agences gouvernementales partenaires, les partenaires locaux et les autres parties prenantes associées au Programme IBG.

10. Appuyer le renforcement de la coordination avec les entités gouvernementales, les ambassades, les partenaires de mise en œuvre, les agences des Nations Unies et les autres parties prenantes impliquées dans la mise en œuvre des activités IBG dans le pays, et participer aux réunions et événements pertinents.

11. Superviser, former et fournir un appui technique au personnel du projet, et participer activement au travail d’équipe.

12. Effectuer des déplacements professionnels liés aux activités du projet, au suivi et à la liaison avec les partenaires et homologues.

13. Exécuter toute autre tâche qui pourrait être confiée.

    • Master’s degree in Law, Security studies, International Law,Political Science, Conflict Resolution or any other related field from an accredited academic institution or,

    • University degree in the above fields with two years of relevant professional experience

      EXPERIENCE

      • Experience in legal professions, the judiciary, law enforcement, immigration, project development, donor relations, operations and/or management;

      • Experience in supporting IBG projects and programs, capacity to deliver IBG-related trainings/ workshops to Government officials is required;

      • Experience working in migration, law enforcement, human rights or inter-governmental cooperation;

      • Previous experience in support to training plans, statements of works, standard operating procedures and detailed instructions; and,

      • Experience in support to donor project management, programmatically and financially, with IOM or with a UN agency, will be an added advantage.

         

        SKILLS

        • Good understanding of international law (in particular International Migration Law), rule of law concept, international and national Mauritanian anti-trafficking and anti-smuggling legislation and criminal law as well as human rights;

        • Understanding of humanitarian response in support of border management; integrated border management concept, and an interest in advancing their understanding of this technical area; and,

        • Capacity to conduct geopolitical analysis;

        • Project management;

        • Event management;

        • Ability to prepare and provide briefings in French
