The Immigration and Border Governance (IBG) Unit at IOM Mauritania supports relevant Governmental authorities in enhancing their capacities to manage borders efficiently in a coordinated and integrated way. Current and upcoming interventions include extensive training, equipment and infrastructure provision programme for different Ministry of Defence, Ministry of Interior and Ministry of Finance departments mandated with border management in Mauritania on various technical topics, policy support, initiatives related to International Migration Law (IML) and rule of law, rights-based border management, Integrated Border Management (IBM), Humanitarian Border Management (HBM), SAR (Search and Rescue) countering-cross border crime, development and trade, legal identity (migrant registration, biometrics, travel document standards) and cross border cooperation with neighbouring countries in the above domains including implementation of international agreements in support of humane and orderly migration. ย
Under the overall supervision of the Chief of Mission and the direct supervision of the Projects Manager, the incumbent will be providing technical support to the thematic programme in support of border management authorities in the Islamic Republic of Mauritania. S/he will also provide technical expertise and inputs in the IBG projects at IOM Mauritania, supporting the strategic development and implementation of migrantsโ human-rights and protection approaches in the Country.
Planifier et coordonner la mise en ลuvre des activitรฉs relevant des projets liรฉs ร la Gouvernance de lโImmigration et des Frontiรจres (IBG), en contribuant ร lโidentification des synergies et ร la facilitation des liens avec les autres activitรฉs du Bureau Pays (CO).
Gรฉrer et superviser lโรฉquipe IBG opรฉrant dans la zone couverte par le bureau de Sรฉlibaby, conformรฉment aux responsabilitรฉs spรฉcifiques du poste.
Rรฉdiger la documentation, notamment les documents stratรฉgiques, protocoles dโaccord, plans de coopรฉration, notes dโintervention (talking points), etc., dans le domaine thรฉmatique de lโIBG.
Suivre et analyser le contexte national et rรฉgional dans le domaine de lโIBG, en particulier le droit international et national, les accords internationaux et le contexte gรฉopolitique liรฉs ร la migration et ร la gouvernance des frontiรจres.
Assurer des prรฉsentations et dispenser des modules de formation aux bรฉnรฉficiaires dans les domaines thรฉmatiques pertinents de lโIBG.
Suivre les aspects budgรฉtaires, administratifs et techniques du programme conformรฉment aux politiques et procรฉdures de lโOIM ainsi quโaux exigences des bailleurs, et porter ร lโattention du superviseur les conclusions, insuffisances et lacunes identifiรฉes, accompagnรฉes de recommandations.
Appuyer le suivi des processus dโapprovisionnement ainsi que des projets de rรฉhabilitation par la facilitation en temps opportun de tous les processus administratifs, organisationnels et dโappel dโoffres nรฉcessaires, en coordination avec lโUnitรฉ de Gestion des Ressources et les partenaires locaux.
Orienter et suivre la mise en ลuvre des projets ainsi que le travail des partenaires locaux de mise en ลuvre. Prendre les mesures correctives appropriรฉes et formuler des recommandations pour amรฉliorer lโefficacitรฉ si nรฉcessaire ; rรฉdiger et contribuer aux rapports rรฉguliers de projets et dโactivitรฉs et prรฉparer des contributions aux rapports narratifs destinรฉs aux bailleurs.
Coordonner les rรฉunions et les activitรฉs de renforcement des capacitรฉs pour les agences gouvernementales partenaires, les partenaires locaux et les autres parties prenantes associรฉes au Programme IBG.
Appuyer le renforcement de la coordination avec les entitรฉs gouvernementales, les ambassades, les partenaires de mise en ลuvre, les agences des Nations Unies et les autres parties prenantes impliquรฉes dans la mise en ลuvre des activitรฉs IBG dans le pays, et participer aux rรฉunions et รฉvรฉnements pertinents.
Superviser, former et fournir un appui technique au personnel du projet, et participer activement au travail dโรฉquipe.
Effectuer des dรฉplacements professionnels liรฉs aux activitรฉs du projet, au suivi et ร la liaison avec les partenaires et homologues.
Exรฉcuter toute autre tรขche qui pourrait รชtre confiรฉe.
EDUCATION
Masterโs degree in Law, Security studies, International Law,Political Science, Conflict Resolution or any other related field from an accredited academic institution or,
University degree in the above fields with two years of relevant professional experience
EXPERIENCE
Experience in legal professions, the judiciary, law enforcement, immigration, project development, donor relations, operations and/or management;
Experience in supporting IBG projects and programs, capacity to deliver IBG-related trainings/ workshops to Government officials is required;
Experience working in migration, law enforcement, human rights or inter-governmental cooperation;
Previous experience in support to training plans, statements of works, standard operating procedures and detailed instructions; and,
Experience in support to donor project management, programmatically and financially, with IOM or with a UN agency, will be an added advantage.
