    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is Baht1,366,538.- yearly.

    Introduction

    The ILO project โ€œMigrant Advocacy for Rightsโ€ (2024-2026) aims at improving migrantsโ€™ rights realization in informal agriculture and manufacturing in Thailand, working towards for full coverage in labour law and social protection, improved labour migration governance, and enforcement of rights-protective laws. The project will support migrant workers unionizing and networking to advocate for rights; support consultative law and policy reform processes in Thailand and along migration corridors; and facilitate participatory engagement with and strengthening of labour inspectorates and complaints and wage protection mechanisms. The three-year project is funded by the US Department of State Bureau of Democracy, Human Rights, and Labor (USDRL).

    The NPC will be responsible for the day-to-day implementation of the programme and realization of the programmeโ€™s outputs at the national level by prompting and coordinating the work of the implementing partners. The position is located in Bangkok, Thailand with the ILO Country Office for Thailand, Cambodia and Lao PDR.

    Reporting lines

    The National Programme Coordinator (NPC) will work under the technical supervision of the โ€œMigrant Advocacy for Rightsโ€ Technical Officer managing the project, and the administrative supervision of the Director of the ILO Country Office for Thailand.

    Description of Duties

    1. Develop strategy and identify innovative interventions and approaches for delivering the Project objectives within the country. Consult with national-level partners to identify appropriate strategies and activities. Identify interventions that deliver on the Projectโ€™s commitments to gender equality, disability and social inclusion.

    2. Work in close collaboration with the Ministry of Labour, employersโ€™ and workersโ€™ organizations, and CSOs to design and revise project annual work plans as well as preparation of the budget proposal, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the Project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners.

    3. Review, verify and analyze work plans, progress and final reports and other data for clarity, consistency and completeness and monitor the progress of Project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.

    4. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions. Ensure adherence to the ILO rules and regulations for financial and administrative matters and ensure timely fulfilment of all obligations and delivery of expected results of the programme activities in the country.

    5. Undertake missions to Project sites independently or accompanying other officials, to provide guidance and coaching to partners on implementing the Project and reporting requirements, and to identify challenges and propose solutions to resolve them. Specific coaching on M&E and gender is expected.

    6. Establish and maintain close and positive links with the relevant national and local stakeholders, such as national and local authorities, employersโ€™ and workersโ€™ organizations, international organizations, non-governmental organizations, private sector actors and the media that are active in the areas of migration, human rights, womenโ€™s empowerment and trafficking.

    7. Ensure visibility of the programme and its donor by using the relevant identifiers on all materials and publications, and at workshops and events. Maintain relations with the donor at the national level, in line with guidance provided by Project management.

    8. Provide programming and administrative support to cooperation activities in the areas of labour migration governance, worker organizing and advocacy, formalization in agriculture and manufacturing sectors, with attention to gender equality, disability and social inclusion. Actively participate in and provide inputs to support migrant workers unionizing and networking to advocate for rights; support consultative law and policy reform processes in Thailand and along migration corridors; and facilitate participatory engagement with and strengthening of labour inspectorates and complaints and wage protection mechanisms.

    9. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.

    10. Brief ILO specialists, project experts, donors and visiting officials and provide relevant information on project matters. Draft, edit, or translate into Thai official correspondence, statements and speeches and other public information materials.

    11. Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project.

    12. Perform other duties as may be assigned.

    Required qualifications

    Education

    First level university degree in economics, law/public policies, development studies or a relevant field. An advanced degree would be a strong advantage.

    Experience

    At least one year of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Proven experience in community or labour organizing and working with government bodies in charge of policy making would be an asset.

    Technical requirements: Good knowledge of labour migration as well as economic developments, worker organizing, and social policies. Knowledge of the policy making process.

    Languages

    Excellent knowledge of Thai and English.
