    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 1,577,572.00 (Phpeso) yearly.

    Introduction

    After the landmark adoption of the ILO Recommendation 204 on formalization of the informal economy (R204) at the International Labour Conference in 2015, the ILO constituents in the Philippines have been actively working on enterprise formalization along with social protection to enable individuals and families to cope with risks. Related to these are important recent developments in the country such as the work on e-government with digital IDs, digitalization of micro, small and medium enterprises (MSMEs), and the Senate discussion on the Magna Carta of Workers in the Informal Economy (MACWIE) and the Bill on Protection of Freelancers. As the country has recently faced multiple crises such as the pandemic, repeated typhoons and floods, and the inflation on food and energy exacerbated by the War in Ukraine, ILO is also conducting an assessment of shock-responsive social protection system on the impact of the global inflation while supporting the multi-year recovery of the rural farmers affected by the typhoons and other crises.

    Against this background, ILO has developed a project titled โ€“ Rise from multiple crises through the integrated formalization of informal economy with social protection and decent work in the Philippines โ€“ to explore new ways to jointly address the formalization of enterprises and extension of social protection through sectoral approach and e-formalization. The proposed project will build on the ongoing efforts of the constituents and the ILO on these topics. It will respond to the upcoming Philippine Development Plan 2023-28, which aims for โ€œeconomic transformation for a prosperous, inclusive and resilient societyโ€, whereby enterprise formalization and social protection are key. The project will address implementation gaps of relevant laws and policies due to the lack of experience and expertise of the integrated formalization policies, particularly of local governments in the devolution context, and contribute to the recovery from the multiple crises. To contribute to the latter, the project is expected to closely coordinate with another ILO project in the same local area that supports the multi-year recovery of the coconut-based economy from the damages caused by typhoons.

    Specifically, the project will conduct a rapid assessment to identify specific sectors in three subnational areas to implement an integrated approach of formalization, carry out a rapid assessment to identify pathways/packages to combine enterprises registration and access to social protection in the targeted sectors, assess the feasibility to link existing platforms to an e-formalization pathway, help establish coordination mechanisms to implement an integrated formalization approach at the three local areas, help design an action plan on the interventions at both the user side and the duty bearer side, support the implementation of the action plan, and disseminate lessons learned to replicate the integrated formalization model piloted under the project.

    The work will focus on 2-3 priority sectors in selected subnational areas such as retail (e.g., street venders, food stalls), gig work (e.g., delivery drivers, home-based ICT contract workers), domestic work, and those in the priority list of the new administration (e.g., agriculture/agro-processing, infrastructure/construction).

    Reporting Lines

    The incumbent will be based in the Field Office in Siargao Island, one of the most severely-affected areas by the Super Typhoon where there is ongoing collaboration with the ILO constituents, and report to and work under the administrative supervision of the Director, CO-Manila. She/he will also be guided by the backstopping officials of CO-Manila and ROAP such as the Enterprise Development Specialist, Social Protection Specialist and the Senior Programme Officer on the implementation of the project, and closely coordinate with the Finance and Administration team of CO-Manila for the internal procedures and financial processing of the project activities. Further guidance may be provided through the global coordinators on formalization of informal economy and social protection at the ILO headquarters in Geneva.

    Description of Duties

  • Lead the project and ensure its timely implementation, adopting a results-based approach through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and in accordance with the final project document.
  • Maintain close cooperation and coordination with government, employers' and workers' organizations both at the national and local levels in the planning and implementation of activities under the project.
  • Establish a coordination mechanism of the project on the basis of any existing mechanism of economic and employment recovery and engaging LGUs and key local stakeholders including relevant national government agencies (NGAs), workers and employers of the prioritized sectors and organizations of the informal economy.
  • Establish effective linkages with relevant projects and activities of the ILO to secure necessary technical inputs from them and generate synergies.
  • Elaborate workplan in accordance with the project document and budget and in consultation with the key stakeholders above mentioned.
  • Provide high quality technical inputs on key activities of the project such as enterprise formalization and social protection in close coordination with the relevant ILO specialists and, when appropriate, external consultants.
  • Organize training programmes and awareness raising activities to improve understanding on key thematic areas.

  • Assist the target LGUs in developing and implementing an action plan on the integrated, digitalized and sector-based formalization approach to the informal economy.
  • Periodically monitor, report and facilitate the evaluation of all projectโ€™s components according to the projectโ€™s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO. Contribute and provide inputs to the countryโ€™s implementation plan and implementation reports under relevant country programme outcomes (CPOs) such as 104 and 133.
  • Responsible for the effective administrative management of the office, including guidance and supervision of the personnel assigned to the project.
  • Ensure high-level communications to increase projectโ€™s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders to ensure effective coordination with relevant national strategies and related technical projects. Under direct guidance of CO-Manila, including its Communications team, maintain relations with mass media and concerned media groups and make good use of the official project site and social media channels of the office in order to increase the impact of the project in society as a whole.

    Required qualifications

    Education

    University degree in economics, social sciences, or related field and strong knowledge on development issues particularly in the Philippines.

    Experience

  • Two years of experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements. Project experiences with UN agencies is an advantage.
  • Experience in assessment or interventions on enterprise formalization and/or social protection.
  • Experiences in the shortlisted sectors will be an advantage.
  • Experiences in the e-government initiatives will be an advantage.
