Organizational Setting
Within the framework of GCP/ARM/008/GCF project โForest resilience of Armenia, enhancing adaptation and rural green growth via mitigationโ, FAO Country Office of Armenia (FAO Armenia) and the Environmental Project Implementation Unit (EPIU) are the Executing Entities (EEs) of the Green Climate Fund (GCF). EPIU entered the project execution acting as the Operational Partner (OP) under the FAO Operational Partnership Implementation Modality (OPIM), whose obligations are detailed in the Operational Agreement (OPA).
Additionally, FAO Armenia is implementing GCP/ARM/012/AUS project, which is one of the co-financing projects to GCP/ARM/008/GCF project which is funded by the Austrian Development Agency. Other co-financing partners are the Autonomous Province of Bolzano (Italy), WWF-Armenia, Government of Armenia and FAO. The project is being managed by FAO Armenia in close cooperation with the EPIU of the Ministry of Environment and in collaboration with other technical partners such as Hayantar SNCO, Hydrometeorology and Monitoring Center SNCO.
Reporting Lines
The National Project Coordinator will be under the overall supervision of the FAO Representative in Armenia, the direct supervision of the International Programme Coordinator and work in close collaboration with the Lead Technical Officer, OPIM and OCB teams in FAO HQ.
Tasks and responsibilities
โข ย ย Manage and coordinate effectively and efficiently the project tasks and project components, specific activities and results delivery to ensure its results are in accordance with the logical framework, Annual Work Plans and Budgets (AWPs/Bs), Monitoring and Evaluation (M&E) Plan, Risk Mitigation Plan, and signed Operational Partnership Agreement (OPA).ย
โข ย ย Oversee the administrative and technical personnel and ensure the procurement and financial management in line with the FAO rules and regulations, Operational Partner Agreement (OPA), and co-financing agreements.
โข ย ย Lead the review and preparation of AWPs/Bs including analysis and reporting in collaboration with FAO country office and project co-financiers, technical experts, HR, Finance and Procurement Assistants.
โข ย ย Ensure adherence to the projectโs work plan, prepare revisions of the work plan, justification of budget revision, revision of work plan if required.
โข ย ย Prepare Terms of References (ToRs) for project personnel and Service Providers (SP) to be submitted to the Lead Technical Officer (LTO) and Budget Holder (BH) for clearance/ approval.ย
โข ย ย Ensure the planning of human resources inputs for the project activities and timely deployment of project personnel along with the work plan, and the transparency and accountability of recruitment process under FAO rules and guidelines. ย
โข ย ย Support the organization of Operational Partners Implementation Modality (OPIM) quality assurance activities (spot checks, audit), FAO project supervision, the interim independent evaluation and final independent evaluation in close coordination with FAO Country Office and the FAO Independent Office of Evaluation (OED).
โข ย ย Provide guidance to the project personnel and service providers and monitor compliance with the agreed work plan and their respective ToRs.
โข ย ย Provide guidance to project co-financiers and monitor that their co-financing contributions are provided within the agreed terms.
โข ย ย Lead the preparation and ensure the quality of project reports including financial reports required for FAO, GCF and ADA.
โข ย ย Organize project implementation support and monitoring missions by the FAO Regional Office and FAO headquarters.
โข ย ย Conduct field missions and regular technical briefing to the National Designated Authority (NDA) - Ministry of Environment as well as authorized officers of OP on project progress, as appropriate.ย
โข ย ย Lead the planning and facilitation of the project steering committee (PSC), ensuring that the decisions of key project stakeholders are well documented and communicated to all parties involved in project implementation.ย
โข ย ย Contribute to cultivating and maintaining good donor relations, including through contributing timely responses to donor queries, developing ideas to increase fundraising for Natural Resources Management portfolio, contribute to the formulation of donor briefing materials and facilitating donor missions. Undertake any other actions related to the project as requested by FAO and/or OP.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements ย ย
โข ย ย University degree in Agriculture, Forestry, Business Administration, Finance, Environmental Sciences or a closely related field
โข ย ย At least 5 years of experience in project management and coordination in a related field
โข ย ย Knowledge of the Armenian and English languages (level C1); knowledge of the Russian language is an asset
โข ย ย National of Armenia.
