Introduction
The ILO Country Office for Cambodia collaborates with the Government of Cambodia and social partners in the framework of the Decent Work Country Programme (DWCP).
In this context, the ILO aims to implement two regional development cooperation projects supported by the ILO-Korea Partnership Programme: (i) Asia-Pacific Regional Case for Implementing the Global Accelerator by a Just Transition in Paper and Construction Industries, with a focus on Cambodia and Viet Nam, and (ii) Social Dialogue and Capacity Building for Strengthening Labour Disputes Prevention & Resolution Mechanisms in Cambodia.
About the ILO project on โAsia-Pacific Regional Case for Implementing the Global Accelerator by a Just Transition in Paper and Construction Industriesโ. Climate change has severe impacts on livelihoods, employment, economic development and sustainable environment. This project covers the pulp and paper industry in Viet Nam and the construction industry in Cambodia. The project takes a sectoral approach aiming to support the bipartite and tripartite efforts to facilitate a just transition in the construction industry in Cambodia by way of promoting the โILO Guidelines for a just transition towards environmentally sustainable economies and societies for all (2015)โ which recommends policy elements in facilitating the transition from high-carbon industries to a low-carbon production system with creation of green jobs. Among the policies, social dialogue, bipartism and tripartism are fundamental for facilitating and achieving a just transition towards an environmentally sustainable economy and society.
The project \"Social Dialogue and Capacity Building for Strengthening Labour Disputes Prevention & Resolution Mechanisms in Cambodia\" aims to establish effective dispute prevention and resolution mechanisms for fair employment relations and productive enterprises. Cambodia's current systems, including those by the Ministry of Labour and Vocational Training (MoLVT) and the Arbitration Council, face challenges due to limited awareness, human resources and capacities. The dispute resolution process is lengthy and demanding, particularly for minimum wage workers. This project supports reviewing and enhancing Cambodia's labour dispute resolution policies, institutions, and practices, followed by capacity building.
