    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 34,533 USD yearly.

    Introduction

    he Better Livelihoods and Human Capital through improved service delivery in social protection and skills (BLHC) Programme is a joint programme in support of the World Bank Compass and UN Global Accelerator multi-stakeholder track (M-GA).

    The Global Accelerator on Jobs and Social Protection (GA) and the World Bank Social Protection and Jobs Compass are aligned in their objectives to fast-track catalytic actions toward achieving full social protection.

    The M-GA is informed by the aligned objectives of the UN Global Accelerator on Jobs and Social Protection and the World Bank Social Protection and Jobs Compass, to fast-track actions to extend social protection to the 4 billion people worldwide who are currently excluded, and to create millions of decent jobs in sustainable and future-orientated sectors.

    In Cambodia, the BLHC Programme will contribute to the Global Accelerator Roadmap which has been developed with and endorsed by the Royal Government of Cambodia, as a shared document for government, development partners and other stakeholders to meet specific national objectives toward the goal of implementing universal social protection and supporting an inclusive and just transition to a sustainable and future-orientated economy.

    Specifically, the BLHC Programme will be delivered as a collaboration between the World Bank, ILO and UNICEF, and will have two components:

    1) To review the initial role out of the Family Package social assistance programme designed to support poor and vulnerable families, especially those with school age children, in order to provide a platform for evidence-based policy-making promoting further development and uptake of the programme.

    2) To improve TVET employability outcomes through increased inclusion, responsiveness to labour demands and improved cross-cutting skills.

    The National Programme Coordinator (NPC) will support activities under component 2, which will work with two employer-led Sector Skills Councils (SSCs), to develop a gender-responsive delivery framework to formalize the role and governance of SSCs, in order to increase employability and upskilling outcomes through technical training for women and men in those respective sectors.

    The NPC will be responsible for coordination with industry, government and TVET partners in relation to the SSC work. They will develop, implement and monitor ILO interventions under this component in close coordination with the Skills and Employability Specialist and other specialists from the Decent Work Team, Bangkok.

    Reporting lines

    The position will report to the Deputy Director of the ILOโ€™s Country Office for Thailand, Cambodia and Lao Peopleโ€™s Democratic Republic (CO Bangkok). He/she will receive technical guidance from the Skills and Employability Specialist of the ILOโ€™s Decent Work Technical Support Team for East and South-East Asia and the Pacific (DWT Bangkok), based in Phnom Penh, and other relevant technical specialists Of DWT Bangkok. The incumbent will also work closely with and actively coordinate with the ILOโ€™s National Coordinator and other teams within the Phnom Penh Joint Programme Office including Decent Employment for Youth phase III (DEY III), in addition to M-GA and UN partners across the Global Accelerator Programme.

    Description of Duties

    1. Work in close collaboration with partners including the Cambodia Federation of Business Associations (CAMFEBA), Sector Skills Councils, The Directorate General of Technical and Vocational Education and Training (DGTVET) and Technical Vocational Education and Training (TVET) institutions to design and revise project annual work plans, as well as preparation of the budget proposal, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

    2. Assist in the programming and control of resources of the BLHC Programme, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems and propose solutions and actions.

    3. Provide programming and administrative support to cooperation activities in the area of sector-based skills research, facilitation of consultation workshops for industry, worker, government and TVET representatives, and capacity building and knowledge sharing activities for policymakers and Sector Skills Leaders.

    4. Actively participate in and pro-actively seek synergies and coordination opportunities with ILO and the wider M-GA partners. This should specifically include regular coordination with ILO activities under the Decent Work Country Programme for Cambodia, and with BLHC Programme partners in UNICEF and World Bank.

    5. Provide technical inputs and draft terms of reference, concept notes, training materials, presentations, event reports and other materials related to the implementation of the programme; and contribute to the review of the Programmeโ€™s research and written outputs, to ensure high quality outputs are delivered in coherence and alignment with the Programmeโ€™s goals.

    6. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Programme when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.

    7. Review, verify and analyse work plans, progress and final reports and other data for clarity, consistency and completeness, and monitor the progress of project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.

    8. Follow up with relevant technical officers and counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and others to expedite implementation and meet targets.

    9. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.

    10. Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project.

    11. Perform other duties as may be assigned by the Skills and Employability Specialist.

    Required qualifications

    Education

    First level university degree in social sciences, economics, public policies, development studies or other relevant field.

    Experience

    At least two years of professional experience at the national level in management, implementation, monitoring and evaluation of development projects.. Proven experience in working effectively with government bodies in charge of policy making, industry partners and/or development partners would be an asset.

    Technical requirements: Good knowledge, or the ability to quickly acquire a good working knowledge of skills, trade or industrial policy areas. A wider knowledge of economic development, gender and social inclusion and social protection would also be relevant. An understanding of the policy making process is essential.
