Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A two-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
The project Improving Worker Rights in Rural Sectors of the Indo-Pacific with a focus on Women funded by the US Department of Labor aims to improve workersโ rights including the fundamental right to a safe and healthy environment in targeted rural sectors in the Philippines and Indonesia, with a focus on women workers. It is implemented in the framework of the ILO Global Flagship Programme Safety + Health for All.
The project first aims to improve national and sectoral governance frameworks for improved occupational safety and health (OSH), gender equality and compliance with labour laws, in selected rural sectors of Indonesia and the Philippines. The second objective aims at piloting workplaces and community level interventions to improve the occupational safety and health and gender equality in the selected rural sectors in the Philippines and Indonesia.
In Indonesia, project interventions are currently located in North Sulawesi and Maluku provinces (fish processing), and East Kalimantan and South Sumatra provinces (palm oil). The project scope is now being extended to the nickel supply chain of Indonesia (with a focus on the Morowali regency) requiring the recruitment of a national project coordinator focusing on the nickel supply chain based in Morowali.
This recruitment is part of an ongoing cost increase process of an existing grant. Therefore, the ILO will only be able to offer employment to the successful candidate if the ILO receives the additional funds from USDOL.
Reporting Line
The National Project Coordinator (NPC) will work under the technical supervision of the Chief Technical Advisor (CTA) and under general guidance from the Director of ILO Jakarta. The NPC will be responsible for the day-to-day implementation of the nickel supply chain component of the project in Indonesia, coordinating the work of the implementing partners, and realization of the projectโs outputs at the level of the supply chain. The incumbent will work closely with ILO constituents and other relevant on-going ILO projects and programmes in Indonesia. He/she will receive technical support from the relevant DWT specialists based in Bangkok, including the OSH specialist, gender specialist and labour inspection specialist, and programmatic and operational support from the Programme and Operations Officer based in the Regional Office for Asia and the Pacific.
Description of Duties
1. Assure effective and efficient implementation of the project in the nickel supply chain in Morowali regency, through timely provision of inputs and outputs, coordination with Project partners, and planning, control, monitoring and evaluation of project activities, in conformity with ILO policies and project strategies, the USDOL Management and Procedures Guidelines, in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures.
2. Identify problems and propose solutions in consultation with the Chief Technical Advisor, Country office, decent work team, constituents and other organizations to expedite implementation and meet targets.
3. Identify and initiate engagement with regional and industry partners and beneficiaries and work closely with them on project implementation, ensuring effective coordination.
4. Review and analyse sector specific development plans and priorities, data, reports and other relevant information, identify potential technical areas and provide written analysis of the findings.
5. Prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action.

6. Prepare briefs, progress reports, financial reports, ad-hoc reports and statistical data on status of project activities in the supply chain, including in the context of the Global Flagship Programme Safety + Health for All.
7. Plan, organize and facilitate trainings, workshops, seminars and meetings, for partners and beneficiaries and prepare presentations for national and regional workshops and seminars.
8. Compile systematic information and materials on project activities. Identify good practices and lessons learnt for knowledge building and knowledge sharing.
9. Support the development of various social marketing and awareness raising activities of the project.
10. Perform other relevant duties as may be assigned by the Chief Technical Advisor and Country Director.
Required qualifications
Education
University degree in social sciences, business administration, economics, engineering, environmental sustainability, development studies, or related fields with demonstrated expertise or equivalent experience.
Experience
At least three years of relevant professional experience at the national and/or international level. Experience in project management focusing on labour rights/occupational safety and health or environmental and social sustainability. Experience working in the nickel supply chain would be an advantage.
Languages
Excellent command of English, especially ability to draft reports in English. Excellent command of Bahasa Indonesia at the professional level.
Competencies
- Good knowledge of policies and guidelines regarding labour issues and nickel supply chain issues in Indonesia in particular as they relate to safety and health at work.
- Ability to provide technical advice and to guide and coordinate the work of external collaborators, general service staff and young professionals in the area of work.
- Ability to formulate new concepts and methodologies.
- Conversant with M&E theories, concepts and approaches.
- Ability to draft reports in a succinct and logical manner and ability to provide technical support to specialists carrying out research, project formulation and implementation.
- Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques.
- Proficient with Microsoft Office and statistical software packages.
- High standards of integrity, professionalism, personal discipline and impartiality.
- Excellent organizational skills.
- Ability to work independently with minimum supervision.
