Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is xxxxxxx (currency) yearly.

    Introduction

    ILO is a UN specialised agency bringing together governments, employers and workers of 187 member States since 1919, to set labour standards, develop policies and devise programmes promoting decent work for all women and men. ILO has supported Mongolia since its membership, and particularly, the support has increased since Mongolia has started its transition from a central planning to a market economy since 30 years ago. Efforts to align national labour laws with International Labour Standards (ILS) to manage challenges in the market economy have been ongoing for a decade. The Government and social partners remain committed to aligning national labour market governance with ILS, especially the ILO Fundamental Conventions.

    Thanks to the EUโ€™s support, the ILO has been assisting Mongolia in monitoring and reporting on the status of Fundamental Principles and Rights at Work (FPRW) in the country to boost its benefits from the EU GSP+ schemes since 2015. To accelerate the pace of legal reform, a mix of approaches that cultivate social consensus, increase technical capacity on ILS and effectively use them, and heighten political commitments to accelerate process of reform is necessary. This development cooperation project is a part of ILO Global Project supported by EU and managed by the ILO Headquarter in Geneva, to be implemented in Mongolia with an objective to strengthen Mongoliaโ€™s participation in the EUโ€™s GSP programme by enhancing its capacity to discharge its reporting obligations.

    The second phase of the project will be implemented from January 1 January 2024 to 31 December 2027.

    The National Project Coordinator will be under the direct supervision of ILO National Coordinator in Mongolia. S/he receives technical guidance from the Chief Technical Advisor of the project based at ILO HQ.

    Description of Duties

    The incumbent shall be responsible for providing inputs to projectโ€™s research, consultation and coordination with national partners, drafting background technical notes, contributing to studies, interviews, fact-finding activities, and meeting/training activities organized by the Project. S/he will be responsible for project planning, implementation, and reporting on results.

    • Collect and draft summaries and analysis of relevant policy and programmes in Mongolia
    • Assist in programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.
    • Contribute to research design, development of research tools, monitoring and reporting.
    • Lead in preparing required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.
    • Organize meetings, workshops by collecting information in support of preparing background materials and developing technical briefs, to share good practices fostering academic research and stakeholder alignment.
    • Translate into local language(s) and / or edit translation of technical material, news releases, official correspondence, statements, speeches and other documents.
    • Prepare briefs, periodical reports and statistical data on core labour standards, including non-discrimination and harassment and violence at workplace, and contribute to the production of training and advocacy material both in English and in Mongolian
    • Ensure effective contract arrangements and timely completion of the work by national partners.
    • Prepare project report in English and Mongolia.
    • Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
    • Perform other duties as may be assigned by the Country Director.

      Required qualifications

      Education

      University degree in a relevant field, preferably master degree in law, development studies, labour economics and social sciences

      Experience

      At least one to two years of relevant professional experience at the national level preferably in the area of legal reform, labour standards and work experience with the Government of Mongolia, social partners, civil society, UN Agencies and other stakeholders will be advantage

      Languages

      Excellent command of English and excellent knowledge of Mongolian language

      Technical competencies

      • Knowledge of programme and budget, project administration and evaluation concepts and procedures and of the mandate and structure of labour market institutions in specific countries
      • Knowledge of the officeโ€™s financial rules and regulations
      • Good knowledge of the context and challenges for the project areas of expertise
      • Strong analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills
      • Good ability to interpret project information and to identify and analyze problems with implementation
      • Ability to communicate effectively both orally and in writing. Ability to clarify information
      • Demonstrate collaborative and team work experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative
      • Ability to work independently, quickly, precisely, and take initiative and responsibility
      • Ability to work under pressure and to meet the deadline
      • Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications
      • Ability to deal with people with tact and diplomacy.
      • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
