The project โStrengthening Systems Approach for SDGs in Mongoliaโ aims to accelerate SDG progress over the coming five years (2023-2027) by building the capacity of relevant national stakeholders to lead Vision 2050 and SDG acceleration through a systems approach and introducing innovative mechanisms for private sector participation in achieving SDGs.
The Project is managed by UNDP and aligned the following expected outcomes:
Policy cohesion, coordination, integration, synergy, and effectiveness in implementing the SDGs at national and local levels are improved, especially for the vulnerable (โLeave No One Behind or LNOBโ) and women. Business activities are more aligned with SDGs, and their contributions are enhanced, with more resources mobilized for achieving SDGs, with a special focus on LNOB and Gender responsiveness.The project โUNDP-UNEP Support to the European Commission Sustainable Advisory Hub 2024-2025\" aims to redirect international capital toward sustainable development by supporting partner countries in establishing robust environments for sustainable finance, drawing from EU and international practices. It focuses on developing credible, locally adapted sustainability disclosure frameworks and enhancing stakeholdersโ capabilities to implement these frameworks effectively. By fostering global interoperability and clarifying commonalities between standards, the initiative promotes market transparency, prevents SDG and greenwashing, and facilitates cross-border financial flows to maximize impact on sustainable development goals.

Ultimately, mobilization of public and private financing for sustainability projects.The project โClimate-Aligned Public Investment Planning and Budgeting in Mongoliaโ funded by ADB to strengthen climate-aligned public investment management for the Ministry of Economy and Development and the Ministry of Finance, supporting the integration of Nationally Determined Contributions (NDC) and National Adaptation Plan (NAP) targets into public investment planningโparticularly within the energy and agriculture sectors. Ultimately, it seeks to increase the proportion of public investments aligned with climate objectives.

The project โSustainable Infrastructure Programme in Asiaโ funded by OECD aims to help Central and Southeast Asian countries better reconcile their infrastructure investment decisions with long-term commitments such as the Paris Agreement, the post-2020 Global Biodiversity Framework, and the SDGs.

The Program comprises a National Project Coordinators in charge of sustainable finance projects and just energy transition projects, an Administrative and Finance Officer, an SDG integration and policy impact analyst, and a Private Finance and Carbon Credit Analyst. The program collaborates with the Ministry of Economy and Development, the Ministry of Finance, the National Statistical Office, other government agencies, Local governments, and the private sector.

Under the overall guidance and supervision of the Programme Analyst on Diversified, Inclusive and Green Economic Transition, the National Project Coordinator (NPC) is responsible for a day-to-day management of the โStrengthening Systems Approach for SDGs in Mongolia (SASiM in short) project, including planning, implementation, coordination, reporting, monitoring and evaluation; and for the substantive support to the project, and will assist in conceptualizing and implementing new projects on innovative financing including on sustainable infrastructure. The National Project Coordinator is accountable to UNDP for the overall management of the projects and for the delivery of results (outputs) specified in the project documents, to the required standard of quality and within the specified constraints of time and cost. The position will supervise SDG Integration and Policy Impact Analyst.ย
Lead, manage and coordinate project implementation:
Be in charge of day-to-day management of project.ย Take a lead to build consensus among the project stakeholders on key results, expected outcomes and impact of the project.ย Prepare and submit Annual work plan and budget in a timely manner.ย Coordinate and manage the day-to-day implementation of the project and ensure achievement of targets as outlined in the project document and Annual work plan.ย Implement the project activities, initiate and manage project-related procurement actions, including drafting of clear technical specifications for the provision of goods and services under the project workplan.ย Ensure the timely mobilization and utilization of project personnel, subcontracts, training, and equipment inputs,ย Ensure the quality and timeliness of goods, services, and works delivered by sub-contractors, through close supervision and pro-active risk mitigation strategies.ย Provide strategic guidance and support to relevant substantive areas of the project implementation, where needed.ย Mainstream gender equality in the project activities, planning, monitoring, and reporting.ย Coordinate and create synergies of project components, other relevant projects and programmes and initiatives.ย Perform others coordinating tasks as appropriate for the successful implementation of the project in accordance with the project document.Coordination and provision of strategic and oversight advice to the management.
Coordinate the project stakeholders on results, expected outcomes and impact of the project.ย Monitor progress, watch for plan deviations, and make course corrections when needed within project board-agreed tolerances to achieve results.ย Perform regular progress reporting to the project board as agreed with the board, including measures to address challenges and opportunities.ย Coordinate the development of short-, medium- and long-term strategic plans of the project, including timely annual and quarterly work plans, whilst considering emerging issues.ย Coordinate the review and appraisal of proposals and annual plans submitted by the implementing entities and ensure provision of quality feedback and effective comments.ย Lead the preparation of quarterly, annual and financial reports and submission to contributors and other relevant stakeholders, with a special view to capturing lessons learned and best practices for improving the performance of the facility portfolio.ย Coordinate drafting of TORs for consultancies / services.ย Supervise consultancy works and review and assess products/services provided by consultants and experts counterparts and notify/advise the head of the secretariat on quality and recommend appropriate actions to undertake for improvement of results.ย Establish links between country priorities, positions of the international community and Project strategies in green economic transition.Lead reporting, monitoring and evaluation policies and strategies.
Liaison, partnerships and coordination with external and internal partners:
Create strategic partnerships with government, non-government, and private sector stakeholders and beneficiaries. Actively support the implementation of the resource mobilization strategy and maintain close relationships with donor partners. Closely liaise with the teams for programme results to ensure coherence and synergy among all projects of UNDP Mongolia; Build relationships with other UN agencies and build upon common activities to ensure maximum impact of project activities especially when targeting vulnerable groups such as children, youth and women and, Advise team members and management on new developments regarding key partners and stakeholders.Facilitate knowledge building and management:
Provide quality advisory services to the CO and Ips and facilitate knowledge building and management. Identify and synthesize best practices and lessons learned. ย Education: Advanced university degree (masterโs degree or equivalent) in Economics, Finance, Development Studies, Environmental Science, or relevant scientific discipline is required. Orย A first-level university degree (bachelorโs degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.ย Experience: Minimum 5 years (with masterโs degree) or 7 years (with bachelorโs degree) of progressively responsible relevant experience at the national or international level in development, project/program coordination, policy development and/or analysis is required. Extensive experience in mobilizing resources for development, developing systems, procedures and guidelines is required. Proven experience in providing policy and technical advice to government officials, especially in debt management is required.ย Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages is required. Proven experience and knowledge in Development Effectiveness and cooperation, gender equality and its related issues is an asset.
