The Position:
The GBV Consultant will support the effective implementation of UNFPA GBV program activities and the integration of GBV and SRH intervention in Red Sea and support the overall GBV prevention and response program activities across the country. Through analysis and assessment of political, social, and economic trends, the consultant will contribute to project formulation, implementation, and evaluation of GBV in emergencies program as well as the joint programming initiatives designed to address the issues of FGM and Child marriage and the implementation of national development frameworks. The consultant will provide the day-to-day support to the deployed individual consultants (ICs) and support in monitoring results achieved, preparing regular report of Red Sea state, guiding the appropriate application of systems and procedures, and developing enhancements as required.

Job Purpose:
On April 15th, 2023, military conflict erupted between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). The conflict started in Khartoum State and quickly spread to the States of West Darfur, South Darfur, North Darfur, South Kordofan, North Kordofan, Blue Nile, Kassala and the Red Sea. Clash in Jazeira state in mid-December 2023 has resulted in additional IDP influx. As of the date of this note, the conflict is still ongoing and, in some areas, it even intensifies. The 2024 Humanitarian Needs and Response Plan (HNRP) for Sudan estimates that before the conflict, around 6.9 million women and girls and other vulnerable people are facing the risk of life-threatening violence in Sudan, as violence continues, inter-communal tensions mount and protection services and support systems are increasingly breaking down, and access to lifesaving services is heavily impacted with the ongoing conflict. Women and girls continue to live at extremely high risk of all forms of gender-based violence (GBV). The presence of armed actors, resource shortages -including of water, food, and fuel - and even the humanitarian response itself continue to exacerbate risk of GBV and sexual exploitation and abuse (SEA) in the public sphere, while long periods trapped within homes due to fighting increases incidents of intimate partner and domestic violence. Multiple women and girls, including non-Sudanese individuals, are experiencing secondary displacement and psychological impacts of displacement. Older women, adolescent girls and women and girls living with disabilities face additional concerns and challenges in this unstable environment. Vulnerable men and boys are also exposed to the risks of GBV. Ongoing insecurity, looting, and inability to ensure reliable supply-chains for commodities, combined with electricity cuts and fuel shortages all continue to prohibit GBV humanitarian response of the scale necessary to meet the needs in conflict affected states. While humanitarian actors, including coordination mechanisms, are now operating through locations including States affected by new IDP influx, such as Port Sudan and Al Jazeirah State, administrative challenges, shortages of supplies, and unmet needs for GBV services continue to exist. The ongoing conflictโs human cost is already very high; over 2,000 civilians were killed, thousands were injured, and around 6,505,486 were forced to flee their homes with 1,955,726 seeking refuge in neighbouring countries, particularly in Chad, Egypt, Central African Republic, South Sudan and Ethiopia.
You would be responsible for:
Under the overall guidance of the deputy representative and under direct supervision of the head of GBV Unit, the GBV consultant will undertake the following tasks:ย
GBV Program Management:ย
โ Support the program and budget management of UNFPA GBV program unit in close discussion and collaboration with the fund code managers and head of GBV unit.ย
โ Support the unit in drafting work plan, detail operation plans of UNFP implementing partnersย
โ Represent UNFPA GBV program in Red Sea GBVSS, MHPSS TWG and other coordination mechanisms.
ย โ Undertake location-specific mapping of UNFPA supported GBV services, GBV service providers including health services for survivors of GBV and suggest program intervention, expansion and integrated response.
ย โ Contribute to the development of concept notes, and proposal and etc.ย
โ Guide GBV Implementing partners to regularly assess the risk factors of GBV and safety concerns of women and girls and recommend mitigation measures.ย
ย โ Lead the implementation of UNFPA GBV Program interventions implemented through implementing partners and by UNFPA in Red Sea state based the Standard Operating Procedures (SOPs).ย
โ Identify the needs of vulnerable groups or individuals (IDPs, Refugees and host community) and share relevant analysis and intervention recommendations to the Head of GBV Unit and the relevant units
ย โ Regularly monitor the implementation of GBV activities and the quality of GBV services provided. This includes monitoring visits to UNFPA supported facilities, following up on budget utilization, provision of timely progress reporting on activities and indicators.ย
โ Monitor projects implementation and provide feedback on the progress to the relevant units/sections and ensure that the implemented activities under the agreements signed with the implementing partners are being adhered to.ย
โ Coordinate GBV and GBV health response activities, using a results-based approach incorporating creativity, innovation, and responsiveness to the needs, and thorough monitoring and reporting.
ย โ Support capacity building and ongoing support of GBV partners at various levels including GBV Working Group partners and support institutional capacity building of government and other partners.ย
โ Undertake other relevant duties as assigned by Head of GBV unit.
ย Field Operations:
ย โ Ensure that UNFPAโs policies, standards and procedures are constantly and coherently applied in the assigned duties and responsibilities.ย
โ Lead and/or contribute to assessments and situational analyses including interagency assessments and monitoring missions; ensure GBV/SRH concerns included in multi-sectoral assessments and link to consolidated appeals.ย
โ Contribute to concept notes, project proposals, and draw up a plan of operation for implementation and provide inputs for project submissions.
ย โ Prepare and share bi-weekly reports and contribute to the periodic quarterly donor reports.ย
โ Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of UNFPA's mandate for the benefit of women and girls.
ย โ Monitor the security situation in the area and intervene as appropriate with the local authorities in close consultation with the head of the sub office.
ย Cross-Cutting issuesย
โ Apply the Accountability for Affected Populations (AAP) throughout the project cycle and ensure that complaint mechanisms are in place as part of the AAP intervention lead by the Program Specialist for Gender, PSEA and AAP.ย
โ Adhere to the PSEA standards, UN Protocol for Implementing Partners, and work closely with state level PSEA Network in close consultation with the PSEA specialist for UNFPA country office.
ย โ Ensure that persons with disability are benefiting from UNFPA services and facilities are accessible for Persons with Disabilities (PwDs) and periodically provide feedback and recommendations to improve access to the PwDs.

Knowledge and Experience:ย
Knowledge and Experience: At least two to three yearsโ experience in GBV in Emergencies with experience in programme planning, implementation, and monitoring in a context of results-based management and programming. Successful record of program management responsibilities. Extensive knowledge and experience in Gender and GBV in the context of Sudan, thorough understanding of the social, economic, and political context of the country and region and successful record of health management responsibilities. Proven technical skills in the project planning, implementation, monitoring, and evaluation of GBV programmes in Humanitarian settings. Familiarity with standards and guidelines for GBV programming in emergencies, and coordination as well as guidance on protection from SEA. Computer skills: Office Package (excellent knowledge of Word, good knowledge of Excel and PowerPoint) and Internet browsing. Languages:ย
