Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The UN Women Cambodia Programme Office focuses on three key priorities to advance gender equality and womenโs empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and civil society engagement in accountability for GEWE commitments.ย The second area of focus is Ending Violence Against Women where CCOโs focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections.ย Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR).ย A focus on empowerment, womenโs leadership, challenging negative gender norms and leaving no one behind runs through the programme.ย
UN Women Cambodia is implementing the project โEnsuring Decent Work and Reducing Vulnerabilities for Women and Children in the Context of Labour Migration in Southeast Asiaโ (PROTECT), Protection of the Rights of Women and Children in Labour Migration (PROTECT) is a multi- UN agency project, which will be implemented to promote decent work, while reducing the vulnerabilities of women and children in the context of labour migration, in particular through preventing and responding to violence against women and children, human trafficking and migrant smuggling. It's a three-year project (January 2024-December 2026). PROTECT is a joint regional project implemented by the International Labour Organization (ILO), The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), United Nations Children's Fund (UNICEF) and the United Nations Office on Drugs and Crime (UNODC).ย
The European Union (EU) is the donor partner of the project. In Cambodia UN Women will oversee the results related to violence against women migrant workers and provide support to and coordinate with the Ministry of Women Affairs (MoWA), civil society organisations (CSOs) working on women's rights and violence against women and other stakeholders. The focus will include strengthening service provision for women migrant workers through formulation and implementation of national policies/action plans on prevention and response to violence against women, increase the capacities of front-line service providers, and increase in capacities and opportunities for women migrants to engage meaningfully with policy dialogues on safe migration in Cambodia and in Thailand.
About the My Journey Mobile App
The My Journey Mobile App was developed in collaboration with civil society organizations (CSOs) named Child Helpline Cambodia and ISTEEDLab and now Kawsang and UN Women Cambodia to empower Cambodian women migrant workers and their families. It provides accurate information and insights on labor migration and the right to work.ย Since its launch in 2021, the app has been disseminated through community outreach programs and social media platforms, including Facebook and TikTok. Notably, it has been downloaded on over 3,960 devices, benefiting users in Cambodia as well as in destination countries such as Thailand and Malaysia.
This consultancy is designed to provide technical support for the transfer and upgrade of the My Journey Mobile App. The consultant will be responsible for facilitating the app's ownership transfer from the current developer to a new Google Play Store account, ensuring full compliance with platform policies. This includes verifying account registration, retrieving user data reports with demographic insights, and overseeing the technical steps required for a seamless transfer. Additionally, the consultancy will support upgrading the app to meet Android 14 (API level 34) compliance by updating software dependencies, reviewing API changes, testing for compatibility, and addressing any issues. Once all updates and testing are complete, the consultant will ensure the successful release of the updated app on the Google Play Store.
The consultant will be reporting to the national country programme coordinators, and will be supported by the programme analyst, who will be the point of contact on the contract and payment issues.
Description of Responsibilities/ Scope of Work
Provide technical support and implementation of the Google Play App ownership transfer from the current app developer to other Play App developer:
Review policy/guidelines to ensure that both the original and target accounts comply with all policy guidelines Download necessary reports in the My Journey Mobile App including number of app users with sex disaggregation and the content and information that have been used in the App Ensure the target Google Play Developer accounts is registered and active Find the registration transaction IDs for both the original and target accounts Submit Transfer Request and complete the whole process of the account transfer.ยProvide technical support to upgrade the My Journey mobile app to support Android 14 (API level 34) follow the Play Store Compliance:
Update SDK version and review API changes Update the dependencies to ensure they are comparable with Android 14 Test on Android 14 to identify issues or crashes and resolve at this stage Review and update the permissions to comply with Android 14 requirements Handle behavior changes that might affect the App Build the App and run thoroughly testing.
