Background:

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments. Originally established in 1997, today, the Presenceโ€™s activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

A fix term vacancy has arisen in the OSCE Presence in Albania for a National Media Development Officer, (NP1) within the Democratization Department.


Tasks and Responsibilities:

Under the direction and supervision of the Senior Media Development Officer, the incumbent performs media development duties within the scope of the Presenceโ€™s mandate. The incumbent focuses his/her activities on the implementation of national and international, legal and political commitments undertaken by Albania, strengthening relevant governmental and non-governmental institutions, the assessment of the existing challenges and needs and priorities for reforms in this field. The incumbent designs tools for monitoring the situation of Freedom of Media in practice, collects and analyzes information with the aim to identify problems, practices and trends that are in conflict with international human rights standards and provides policy recommendations that will serve as the Presence roadmap for advocacy on implementation of Freedom of Media

The incumbent will perform the following duties:

1. Systematic Monitoring of human rights concerns in the areas of Freedom of Media, equality and non-discrimination.

2. Prepare and guide the implementation advocacy strategies to ensure duty bearers comply with international human rights standards.

3. Develops the Freedom of Media related projects and activities within the Democratization Department. This includes coordinating and consulting with the Senior Democratization and Media Development Officer, the Head of Democratization Department, RFOM, ODIHR, other international partner organizations and domestic institutions to determine needs and to identify shortcomings in particular in relation to Freedom of Media. To that end, the incumbent is expected to make suggestions in regard to policy on Freedom of Media, as well as to co-ordinate efforts with other international and domestic partners;

4. Provides written and verbal comments, advice and guidance to field staff in regard to the implementation of the policies targeting the advancement of Freedom of Media; organizing internal meetings and briefings with Democratization Department staff as well as with other Presence departments;

5. Advises Senior Democratization and Media Development Officer, as well as Head of Democratization Department in all aspects related to the Freedom of Media in Albania, including conceptualization and prioritization of relevant programme outcomes and outputs;

6. Co-ordinates policy issues related to Freedom of Media with other sections within Democratization Department;

7. Regularly maintains contacts with Albanian public institutions, Audiovisual Media Authority, National Public Broadcaster, Journalism Departments and independent private media outlets to ensure the policies and initiatives undertaken are compliant with international standards and Albaniaโ€™s obligations under international agreements related to Freedom of Media

8. Prepares analysis, briefing notes, talking points, background papers and other documents.

Necessary Qualifications:

โ€ข University degree in journalism, human rights, international relations or social science;

โ€ข Minimum two years of relevant work experience, with an special focus on Freedom of Media;

โ€ข Minimum eight years experience in working in or with the media or in media related public relations, particularly in gathering, organizing, editing and disseminating information;

โ€ข Knowledge of the Albanian media landscape and current media affairs in Albania;

โ€ข Working knowledge of theoretical and practical aspects relating to the application of European and International instruments, relevant to the areas of Freedom of Media;

โ€ข Work with civil society organizations and human rights โ€œfreedom of expressionโ€ defenders;

โ€ข Strong analytical skills and established project management experience;

Remuneration Package:

According to the fixed OSCE salary scale, the monthly remuneration for NP1 is approximately 1,805.25 EURO, subject to National Social Security as per Albanian Law. OSCE salaries are exempt from taxation. This post is subject to budget approval.
