ContextPapua New Guinea โ€“ home to 50% of the population of the Pacific region โ€“ faces a variety of challenges with humanitarian consequences as a result of regular natural disasters (earthquakes, volcanoes, landslides, frost, drought, tsunamis), conflicts, civil strife and governance issues. The hazard profile of Papua New Guinea comprises frequent localized disasters affecting specific communities and regions although there have also been less frequent large-scale disasters such as the 2015/16 El Niรฑo-induced drought and frost and the 2018 Highlands Earthquake. National and sub- national capacities for and investment in disaster risk management remain weak. There is broad variation in national, provincial, and local capacities to plan for and effectively respond to humanitarian emergencies. The need to strengthen co-ordination and communication between national and provincial institutions responsible for humanitarian planning, preparedness, response, and recovery, remains a priority. Following the departure of UN OCHA from Papua New Guinea in June 2015, UNDP, in close coordination with the Resident Coordinatorโ€™s Office, holder of the humanitarian response coordination mandate, assumed the facilitation of humanitarian response coordination. This humanitarian response coordination role includes contingency planning, managing information sharing and coordination of international humanitarian partnersโ€™ interventions. It is the focal point for emergencies within the UN System and provides secretariat support to the UN Resident Coordinator, UN Country Team, Disaster Management Team, Inter-Sector Coordination Group and, as appropriate, the National Disaster Centre.

Task DescriptionWithin delegated authority, and under the supervision of the international Humanitarian Information Management Officer, the national Humanitarian Information Management Officer will be responsible for the following duties: Data management โ€ข Design, develop and manage dashboards, databases, spreadsheets and other data tools โ€ข Understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability โ€ข Consolidate operational information on a regular schedule to support analysis โ€ข Manage DMT and country humanitarian content on HR.info, ReliefWeb and other relevant web platforms โ€ข Provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards โ€ข Work with external counterparts on related web platforms such as agency and cluster websites and ReliefWeb to facilitate cross-site search and interoperability Data analysis โ€ข Organize, design and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques โ€ข Participate in the development and revision of data standards (e.g. the Humanitarian Exchange Language) and advise on the application of these standards into local systems and processes โ€ข Participate in the development, implementation and management of new indicators, together with its accompanying data, to be included in a Common Humanitarian Dataset โ€ข Provide substantive support on the development of analyses and communication products on humanitarian coordination โ€ข Understand, document and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability Response support โ€ข Deploy to the field to lead the production of evidence-based information for humanitarian and disaster responses โ€ข Track and consolidate cluster response information to compile response updates โ€ข Track and update relief stock information during joint humanitarian responses โ€ข Support and train provincial authorities in the tracking and accountable delivery of humanitarian aid through the use of IM systems Assessment analysis โ€ข Support assessment and needs analysis activities, including secondary data reviews, preliminary scenario definitions and multi-cluster initial rapid assessments โ€ข Provide advice on assessment design to ensure data quality โ€ข Manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK) Geographic Information System (GIS) and mapping โ€ข Develop and maintain spatial baseline and operational datasets in accordance with relevant standards and guidance โ€ข Produce and update high-quality GIS map products and online services โ€ข Maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services Visualization โ€ข Produce and update information products such as reports, charts and infographics by turning data into graphical products to facilitate humanitarian coordination and advocacy โ€ข Develop advocacy materials including posters, presentations and other visual materials Perform other related duties as required.

Living conditions and remarksThis position is based in the UN Resident Coordinatorโ€™s Office in Port Moresby, Papua New Guinea. Papua New Guinea (PNG) is one of the most beautiful countries in the world with more than 840 languages. 85% of the population of PNG live in rural areas and the geography is beautiful and challenging, made up of seas, islands and mountains. Port Moresby is the capital and largest city and is very cosmopolitan. The city has areas of both high and low security. Itโ€™s advisable for residents and visitors to take precautions, especially at night, and in certain neighbourhoods known for higher crime rates. Port Moresby is well connected by air to the rest of the country and other international routes. The climate in Port Moresby is tropical with 2 distinct seasons, wet season from December-March and dry season from May-October. The cost of living can be high especially housing and food. Medical facilities are available but may lack high tech resources that may be required. Banking is available with numerous mobile telecommunication networks and good internet connectivity. Port Moresby has good road network with minimal power shortages. Port Moresby is a city known for high criminality, and caution must be exercised during all displacements. The office provided safe working environment, transportation between the office and the residence of the staff is mainly done with shuttles that drop each staff member at his/her residence.
