Organizational Setting
With the ending of the current Country Programming Framework (CPF) for 2021-2025 by December 2025, FAO in close collaboration with the Government of Indonesia is initiating the process for the CPF 2026-2030 formulation. The new CPF document will identify the relevant country priority areas to guide the FAO partnership with, and support to, the Government of Indonesia in the coming five years.
Reporting Lines
Under the overall supervision of FAOR-Indonesia and direct supervision of the Assistant FAO Representative (A-FAOR Programme), technical supervision of Lead Technical Officer of the FAO Regional Office for Asia and the Pacific (RAP) and close collaboration with the national authorities.
Technical Focusย
The Expert will be engaged to provide assistance to the FAO-Indonesia in facilitating the review and in formulating the draft of the CPF for Indonesia (2026-2030) document in country.
Tasks and responsibilities
โข ย ย Familiarise with the CPF format and guideline as well as its relationship with the United Nations Sustainable Development Cooperation Framework (UNSDCF) for 2026-2030 and the national strategic programme of the relevant technical ministries.
โข ย ย Compile and summarize the information on the linkages between the CPF Context, outcomes, and output and those of the UNSDCF, and prepare draft explanatory materials to support the stakeholders' consultations.
โข ย ย Identify the key government strategic programme through a review of government policy and other partners/donorsโ strategy papers (e.g, RPJMN, technical ministriesโ strategic programme and the policies and UNSDCF etc) and support areas prioritized by the Government.
โข ย ย Define/select specific emerging issues, policy framework and strategic priority areas for the broaden agricultural sector which would require support from FAO based on the preliminary assessment and discussion result with the relevant stakeholders ; and align those priority areas to the relevant UNSDCF outcomes and outputs.ย
โข ย ย In consultation with the A-FAOR Programme discuss and seek comments/inputs from the FAO/RAP Technical Support Team and FAO-Indonesia on Indonesiaโs agricultural development assistance needs with a view of identifying specific areas of possible FAOโs assistance in responding and operationalizing the proposed Indonesiaโs policies and priority strategies for the agricultural sector.
โข ย ย Prepare a draft CPF 2026-2030 by consolidating and incorporating FAOโs technical divisions and FAO-Indonesiaโs inputs as well as by accommodating the ongoing and pipeline projects already approved in close collaboration with LTO for further discussion and consultation with the Government and other relevant partners.
โข ย ย Review and validate the draft CPF document in coordination with FAO Indonesia programme team and the CPF Secretariat.
โข ย ย Incorporate inputs, recommendations, comments and suggestions from the Stakeholders Validation Workshop into a final draft of the CPF Document 2026-2030 for review and comments from the ย FAO Technical Support Team and FAO-Indonesia.
โข ย ย Submit a revised and final CPF Document for endorsement by FAO Indonesia, FAO RAP and by the Government of Indonesia.
โข ย ย Undertake any other tasks as required by FAO-Indonesia

Minimum Requirements
โข ย ย Advanced university degree in agricultural economics, agriculture, fisheries or forestry or relevant/related fieldย
โข ย ย 10 years of relevant experience in programme development and strategic planning work or in related fields
โข ย ย Working knowledge of English and Bahasa Indonesia
โข ย ย National of Indonesia or resident of the country with valid work permit
