Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policy and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls. UN Women puts special emphasis on the work towards gender mainstreaming in good governance reforms and enhancing womenโ€™s political participation, ending violence against women, promoting and supporting womenโ€™s economic empowerment, and Women, Peace and Security agenda. Along with these key priority areas that constitute UN Womenโ€™s mandate, UN Women interventions in Georgia are anchored in the United Nations Sustainable Development Cooperation Framework (UNSDCF) for the years 2021-2025 with the government of Georgia.

Governments, including the Government of Georgia, have committed to the principle of adequate financing for gender equality and empowerment of women and girls through numerous international agreements and partnerships. The principle of adequate financing for gender equality is rooted in the Beijing Declaration and Platform of Action adopted in 1995 and highlighted in the 2030 Agenda for Sustainable Development. Both documents link the achievement of gender equality and women's empowerment with adequate and appropriate financing and make specific references to gender-responsive budgeting. As a result, gender-responsive budgeting (GRB) has been gaining increased traction in public financial management, with more than 80 countries having institutionalized GRB in one form or another. In Georgia, commitments to GRB have been anchored in the 2023-2026 Public Finance Management Strategy and its corresponding Action Plans with the Ministry of Finance steering the GRB reform. This work is guided by the Public Expenditure and Financial Accountability (PEFA) Gender-Responsive Public Financial Management (GRPFM) assessment report developed by the Ministry of Finance with the support of the World Bank and UN Women in 2021.

Within the framework of its Governance and Participation in Public Life (G&PPL) portfolio, funded by the Norwegian Agency for Development Cooperation (NORAD) and the Swiss Agency for Development and Cooperation (SDC) UN Women plans to further support the Ministry of Finance in implementing the GRB reform. In this connection, UN Women plans to hire a national consultant to support gender mainstreaming in public finance management. The national consultant will be responsible for the provision of technical assistance to the MoF and other ministries/spending units as well as capacity development of public servants on GRB, aligned with the findings of the PEFA GRPFM assessment report. National Consultant will be reporting to the G&PPL Project Analyst and G&PPL Programme Specialist and will be supported by the G&PPL Project Assistant, who will be the point of contact on the contract and payment issues.

Description of Responsibilities/ Scope of Work
โ€ข ย ย ย ย To provide technical support to the Ministry of Finance and spending units in implementing the GRB reform, including development and institutionalization of GRB tools and instrumentsย 
โ€ข ย ย ย ย To support the Ministry of Finance in institutionalizing and further harnessing the gender tagging methodology
โ€ข ย ย ย ย To design and deliver capacity development support (including workshops, trainings, coaching, and mentoring) to line ministries and state agencies on GRB with particular focus on the gender tagging methodologyย 
โ€ข ย ย ย ย To review and monitor implementation of GRB commitments stemming from the PEFA GRPFM report and advise UN Women and the Ministry of Finance on the design and implementation of follow up actions.ย 
โ€ข ย ย ย ย To hold and participate in thematic workshops, consultation meetings, and discussions as required
โ€ข ย ย ย ย To prepare a final report about the work carried out, including key observations and recommendations for follow up

โ€ข ย ย ย ย At least masterโ€™s degree in public finance, Humanitarian Affairs, Development Policy, and/or any relevant field directly related to the assignment; or Bachelor's level or equivalent with minimum nine years of demonstrated working experience in public finance management.

Experience:
โ€ข ย ย ย ย At least 7 years (or nine years in case of bachelorโ€™s degree) of experience in supporting public administration and public finance management reforms
โ€ข ย ย ย ย Proven experience in research and analysis in the field of gender equality will be a strong assetย 
โ€ข ย ย ย ย Previous experience of working on PEFA and PEFA GRPFM frameworks will be a strong assetย 
โ€ข ย ย ย ย Experience in facilitating consultations and workshops and engaging with diverse stakeholders, national governments, UN agencies civil society organizations will be an asset.
