Introduction
UNDP Vietnam is looking for a qualified National Institutional Expert on Climate Change and Governance to Lead an Institutional Policy Review and Develop Recommendations for NDC and Climate Governance in Viet Nam.
Viet Nam has reaffirmed its strong commitment to climate action, aiming to achieve net-zero emissions by 2050, as pledged at the twenty-sixth session of the United Nations Climate Change Conference of the Parties (COP26). Despite being among the most climate-vulnerable nationsโranked thirteenth globally in climate-related loss events from 2000 to 2019, according to the 2021 Global Climate Risk Indexโand facing significant resource and technical constraints, Viet Nam has mobilised its entire government and society to advance its climate objectives.
In 2022, Viet Nam updated its Nationally Determined Contribution (NDC), building on its 2020 NDC and incorporating new elements that reflect the countryโs efforts to fulfil its COP26 commitments. At COP27, Viet Nam reinforced its net-zero commitment by submitting its updated NDC, which outlined measures to be implemented by 2030 in alignment with its National Climate Change Strategy (NCCS), including a targeted 30 percent reduction in methane emissions.
To ensure that Viet Namโs NDC 3.0 technical report is underpinned by robust and effective climate governance, one National Institutional Expert on Climate Change and Governance will be mobilised to undertake a comprehensive institutional review. This expert will cover both CCA and CCM, ensuring an integrated and coherent approach to governance across thematic areas. The expert will assess Viet Namโs institutional frameworks for both adaptation and mitigation governance. This includes evaluating the effectiveness of policies, regulatory instruments, and coordination mechanisms at national and subnational levels; identifying institutional gaps and challenges in planning, financing, and implementing climate actions; and proposing governance-related reforms to strengthen climate policy delivery.
Period of assignment/services: 70 working days (from July to December 2025).

Female consultants are encouraged to bid for this required service. Preference will be given to equally technically qualified female consultants. Submission obtaining the highest weighted points (technical points + financial points) will be selected subject to positive reference checks on the consultantโs past performance.
