To support the Government of Tuvalu in reviewing and updating the National Labour Migration Policy (2015) that aligns with parallel policy and legislation development and reform processes, as we as international standards and best practices. The review and development of new/updated Labour Migration Policy, as well as a corresponding Action Plan as an Annex, will contribute to promoting well-managed labour mobility governance, both incoming and outgoing, that fosters the socio-economic benefits of migration and climate resilience for individuals and communities in Tuvalu.
The review and update of the National Labour Migration Policy and Action Plan will be guided by the Tuvalu Labour Department; therefore, the consultant(s)/ the consultancy firm is expected to work closely with DOL Tuvalu and IOM, as well as other key government departments and local stakeholders.
The selected consultant(s)/ consultancy firm is required to participate in both online and in-person (in Tuvalu) data collection, consultations, and meetings throughout the assignment, as necessary. Specifically, the selected consultant(s) will undertake the following tasks:
1) Rapid mapping and review of Tuvaluโs relevant policies, legislation, strategies, and frameworks to prepare an inception report
- The consultant will prepare an inception report (maximum 10 pages) that proposes a consultation approach for reviewing and updating the Policy, inclusive of an Action Plan, based on a mapping and review of policies, legislations, strategies and frameworks related to labour mobility. The inception report will also elaborate on the scope of the Policy, based on further consultation with officials from Tuvalu government and IOM, and document review.
2) Consultation
- Undertake bilateral and national consultations with labour mobility stakeholders and key government departments in Tuvalu. At least one multi-stakeholder consultation and 10 bilateral consultations would be expected in the preparatory phase.
3) Drafting of an updated Policy - outlining policy gaps, key priorities and proposed Policy scope and Action Plan
- Draft a comprehensive Policy, and Action Plan as an Annex, that responds to the identified gaps and feedback of key government departments and labour mobility stakeholders captured through the consultations, assessments, and desk review. The draft will be informed by international standards, as well as national and regional specific evidence and good practices.
ย4) Validation and development of Action Plan
- Validate the draft Policy, as well as the Action Plan, through a dedicated multistakeholder review workshop and complemented by bilateral meetings as required.
ย5) Submit a final draft of the updated National Labour Mobility Policy, and Action Plan, to DOL Tuvalu and IOM for technical comment. Revise until no further comments.
Throughout the assignment, regularly communicate with DOL Tuvalu and IOM on the progress of the deliverables, any challenges/changes required, and unexpected impact
- An inception report (maximum 10 pages) that proposes a consultation approach, methodology, outline of the updated Policy, and timeline for reviewing and updating the Policy and the Action Plan, based on mapping and reviewing of policies, legislations, strategies and frameworks related to labour mobility and consultations with officials from Tuvalu government, labour mobility stakeholders and IOM, and document review.
- A draft updated Policy, inclusive of an Action Plan as an Annex, analysing data collected from desk review, mapping and qualitative data collection (interviews, bilateral and multi-stakeholder consultations).
- A finalized and designed National Labour Mobility Policy and Action Plan (copyedited in line with the Government of Tuvalu standards, IOM House Style manual, IOM Spelling List, and designed in line with IOM Branding guide), based on the inputs from the validation workshop, and further meetings and reviews with labour mobility stakeholders.

Education- University degree in Political or Social Sciences, International Development, Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience. Experience
- Proven experience in conducting data collection, analysis and report writing is require;
- Knowledge or experience on issues, legislations and policies related to labour mobility and immigration is require;
- Excellent written and oral communication skills;
- Demonstrated expertise in migration related issues in the context of Tuvalu or broader Pacific is an advantage;
- Experience in conducting participatory workshops and asessments with diverse stakeholders is an advantage;
- Experience in working in a multi-partner or regional project and with UN agencies is an advantage;
- Prior experience working for a UN agency is an advantage. Languages
