Achieving gender equality and empowering all women and girls is one of the 17 Sustainable Development Goals (SDGs) adopted at the United Nations Sustainable Development Summit in 2015.
UNFPA works with both men and women of all ages to overcome gender inequality, improve SRH and reduce violence. To address gender inequality and reproductive rights, the engagement of men and boys is integrated throughout UNFPA work; it is reflected in how UNFPA does its work, and every aspect of work under the other areas reflect a commitment to gender equality.
In 2022, UNFPA Turkmenistan continues the implementation of the third phase of its Regional Project on โStrengthening prevention and response to GBV in Central Asiaโ which is a part of a Central Asia programme funded by the Central Asia - UK Integrated Security Fund funding (ISF). The project aims at (i) promoting social norms changes as well as behavioural changes at community level; (ii) building capacity of key services providers and will strengthen GBV coordination mechanisms at national level.
Within the Gender and Reproductive Health programme framework there were developed training materials, conducted surveys which resulted in the production of manuals, survey reports and other materials that require designing services. These products will be used in various activities of UNFPA CO to raise awareness of the population, youth and professionals on GEN and SRH issues, increase capacities of the national professionals, other.
UNFPA plans to hire aย National Consultant to design materials within Gender and SRH programmes in Russian and Turkmen languages.

The National Consultant will perform the following:
Review 6 products of materials provided by the Gender, SRH and Communication programme teams - 10 days byย October 31, 2025: NAPGE 2021-2025 Assessment report; NAPGE 2026-2030 SitAn on social norms; Men Engagement training manual; Gender in Treatment training manual; Manual on psychological counselling for GBV survivors; Create draft visualisation design for the 6 products and share with the UNFPA team for feedback and comments - 10 days by November 17 November, 2025; Finalize upon received feedback - 15 days by December 10, 2025.Expected Outcomes and Deliverables:
Deliverable 1: Draft designs of 6 products for comments and feedback โ byย November 17, 2025;
Deliverable 2: Finalized designs of 6 products โ by December 10, 2025.
Duration and working schedule:
Duration of this consultancy is 35 days from October 17, 2025 till December 10, 2025.

The UNFPA Communication Analyst will monitor the National Consultantโs work through reviewing submitted materials.ยSupervisory arrangements:ย
The National Consultant will directly report and work under overall guidance of the UNFPA Communication Analyst.Expected travel:
No travel is expected under this consultancy.Required expertise, qualifications and competencies, including language requirements:
Advanced Degree in arts, design or related field. At leastย 2 years of professional experience in the design, conceptualization, visualization services. OR Bachelorโs Degreeย in respective field combined with additional 2 years of relevant experience Experience in knowledge in promoting gender equality, inclusivity and human rights. Knowledge and practical skills of working with social media.ย Excellent Turkmen and Russian.ย English language would be considered an asset.ย Demonstrated ability in working with graphic design programmesยInputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:
UNFPA will provide the consultants with the available materials.
Other relevant information or special conditions, if any:
The consultancy fee is calculated based onย NOB of UN salary scale effective 1 November 2020 and the payment will be made in a lump sum upon quality provision of the deliverables.
