Purpose of Consultancy:ย
The consultant will play a critical role in supporting the coordinating activities across key stakeholders such as Islamic financial institutions, government agencies, and NGOs to ensure the integration of Shariah-compliant financial solutions, like Sukuk and Zakat, into maternal health programs. This includes identifying gaps, designing and executing capacity-building initiatives to enhance stakeholdersโ understanding of Islamic finance principles, and developing an impact monitoring and review framework to track financial flows and health outcomes. The role also ensures effective monitoring of maternal health financing, supports continuous evaluation, and maintains transparency and accountability in the ethical use of Islamic finance to improve maternal health services, while ensuring compliance with Shariah guidelines.

Scope of Work:
The consultant will play a critical role in developing a prototype maternal health programme that leverages islamic social financing. Specifically the consultant will bring expertise in Islamic financing tools like zakat, sadaqah, and waqf, which will help create a financially sustainable model that aligns with Islamic principles. The knowledge and experience will ensure the programme is culturally relevant and builds trust within the community. An expert in Islamic finance is also needed to navigate legal and regulatory requirements, ensuring the programme complies with Islamic guidelines and can attract support from other zakat agencies and Islamic philanthropists.ย
Assist the exploration and development of strategies to utilize zakat and other Islamic social finance tools (e.g., waqf and sadaqah) for financing maternal health programs. Collaborate with Islamic finance institutions, community leaders, and stakeholders to promote the concept of productive zakat for sustainable maternal health initiatives. Identify and engage zakat institutions, foundations, and community-based organizations to channel zakat funds effectively toward maternal health services. Develop and maintain partnerships with Islamic financial institutions to ensure the successful implementation and scaling of zakat-funded projects. Facilitate workshops, field visits, and peer-learning sessions to enhance collaboration between Rumah Zakat - stunting villages programme and the integration with maternal health interventions. Assist the development a framework for documenting and disseminating best practices that can be scaled and adapted to other regions. Develop and maintain a robust monitoring and evaluation (M&E) framework to track the progress of Islamic financing initiatives, including zakat funding and digital health module impact. Regularly report on the outcomes of project activities, identifying challenges, successes, and opportunities for improvement. Ensure that all activities are aligned with the projectโs overarching goal of improving maternal health outcomes and increasing community engagement. Engage with key stakeholders, including government agencies, Islamic leaders, local communities, healthcare providers, and donor organizations, to ensure the effective implementation and sustainability of the project.Duration and Working Schedule:ย

Monitoring and Progress control, including reporting requirements, periodicity format and deadline:ย
The consultant will work closely with the UNFPA HIV Programme Analyst as the health governance focal person of the CO. Furthermore, the HIV Programme Analyst will be responsible for the monitoring progress of the consultancy work so that through the close communication with the IC, scheduled deadlines can be met and with particular attention on the quality of the work.ย
Supervisory Arrangement:
The consultant will report directly to the HIV Program Analyst; with the guidance from the UNFPA Representative and quality assurance by the UNFPA Assistant Representative.

Qualifications and Experience:ย

Master Degree in public health, economics, Islamic finance, social sciences, or a related field
ย
Knowledge and Experience:ย
Minimum experience: 2 years in developing health-related programs, particularly in the context of Islamic social financing, will be essential to ensure the success of the prototype maternal health programme. Strong understanding of zakat, waqf, and other Islamic financing models, and their application in health and social development. Experience in capacity-building and training, particularly for community-based activities. Proven ability to engage stakeholders from diverse sectors, including government, civil society, and the private sector, in collaborative initiatives. Excellent organizational, communication, and interpersonal skills. Familiarity with digital health solutions and their application in maternal health is an advantage. Fluency in Indonesian and English (both written and spoken). Experience working with UN agencies will be an assetย
