Background


The Country Programme Document (CPD) for Angola (2024-2028) was formally approved by the Executive Board in May 2023, signalling the formal start of a new programme cycle. The CPD 2024–2028 aligns with national development priorities and the United Nations Sustainable Development Cooperation Framework (UNSDCF) and positions UNDP as a strategic enabler of inclusive and sustainable economic transformation. The CPD 2024-2028 is based on the premise of ‘'leaving no one behind \" and was anchored on four central programme pillars, namely:

1. Inclusive, diversified and sustainable economic diversification;

2. Equitable access to quality social services;

3. Strengthened management of environmental and natural resources, and resilience to disasters and climate change;

4. Effective and inclusive democratic governance anchored in human rights, and promoting peace and security.

PROCUREMENT PURPOSE

The purpose of this procurement is to hire consultants to do the outcome evaluations to capture and demonstrate evaluative evidence of their contributions to development results at the country level, as articulated in both the UN Development Assistance Framework (UNDAF) and UNDP Country Programme Document (CPD). These are evaluations carried out within the overall provisions contained in the UNDP Evaluation Policy. In line with the Evaluation Plan of the CPD 2024-2028, this outcome evaluation is planned for November 2025 to assess the impact of UUNDP's development assistance across the Inclusive, diversified and sustainable economic diversification pillar.

SCOPE OF WORK

Review the programmes and projects of UNDP contributing to the Inclusive Growth Cluster to understand their relevance and contribution to national priorities for stock taking and lesson learning, and recommending mid-course corrections that may be required for enhancing the effectiveness ofUNDP's developmentt assistance; Assess the relevance of UUNDP's approach to the national economic diversification agenda; Review the status of the outcome and the key factors that have affected (both positively and negatively, contributing and constraining) the outcome. Assess if the benefits of the programme-related activities are likely to continue after the Programme fund has been exhausted. Assess the extent to which the Outcome activities are suited to the priorities and policies of the country at the time of formulation.

Period of assignment/services: 30 days of consultancy within a 60-day period
