Project Context and Scopeย
Established in 1951, IOM, the UN Migration Agency, works closely with governmental, intergovernmental and non-governmental partners. IOM established its office in Kazakhstan in 1997. Since then, the Organization has been promoting humane and orderly migration for the benefits of all, providing services and advice to the government as well as to migrants. As the Country Office with Coordinating Functions for Central Asia, the IOM mission in Kazakhstan helps to address specific sub-regional migration issues and emerging trends in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, establishing priorities for project development in the country offices in the context of sub-regional strategies, policies and consultative processes.ย
The regional project โImproving Migration Governance and Access to Services for Displaced Afghans in Pakistan and Central Asiaโ funded by Canadian Ministry of Immigration, Refugees and Citizenship Canada (IRCC) focuses on supporting regional institutions and communities to address immediate protection and humanitarian needs of Afghan nationals and local communities, mitigate the mid-term impact of the crisis on societies in the region, and support recovery and resilience for longer-term sustainable development.
IOM will conduct a gender analysis aims to support national stakeholders to regulate service provision in areas such as protection, health, education, employment, and entrepreneurship for migrants in all their diversity. From the analysis findings, IOM will provide recommendations on how services for migrants can be more gender-inclusive and socially cohesive. This will in part serve to build the capacity of the government to conduct a gender analysis as well as align with the National Gender Equality Plan and provide a foundation for further strengthening the government capacity to make services more inclusive.
These analysis will contribute to the project activity KZ.3.2.4. Conduct a gender analysis of all relevant regulations governing the national migration process, including the National Migration Concept.

Tangible and measurable outputs of the work assignment:
The primary objective of this assignment is to conduct a comprehensive gender analysis of the National Migration Concept and all other relevant migration regulations and policies to assess their responsiveness to gender dynamics and inequalities in the migration process.
Specific objectives:
Identify and assess the gender dimensions embedded within the national migration legal and policy framework. Determine the extent to which the current migration policies and strategies are aligned with international and national gender equality commitments.
