The Ministry of Women and Social Affairs (MoWSA) of Ethiopia is a pivotal government institution dedicated to promoting the rights and welfare of women, children, youth, persons with disabilities, the elderly and other vulnerable groups. Established to address the multifaceted social challenges faced by these groups, MoWSA is responsible for formulating and implementing policies, strategies, and programs that aim to ensure gender equality, the empowerment of women, enhance social protection, and the overall well-being of the Ethiopian population. The Ministry is also responsible for family and migrant returnee affairs.
The Ministryโs efforts are aligned with national, regional and international frameworks, including the Convention on the Elimination of all forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform for Action, the Maputo Protocol, the Sustainable Development Goals (SDGs), Africaโs Agenda 2063 and the Ten Years Development Plan (TYDP) and to ensure inclusive and equitable development.
UN Women Ethiopia Country Office (ECO) has been providing technical and financial support to the Ministry of Women and Social Affairs including through the secondment of experts. UN Women now seeks to hire a senior administrative assistant to the minister of women and social affairs as a national consultant.
The consultant will be reporting to the Minister, Ministry of Women and Social Affairs, and will be supported by the National Programme Coordinator, UN Women ECO who will be the point of contact on the contract and payment issues. The consultant will present a report of the activities undertaken and results achieved on a monthly basis to UN Women ECO.
Description of Responsibilities /Scope of Work
The consultant will provide a high-level administrative support to the Ministry of Women and Social Affairs as per the below responsibilities, ย ย ย ย ย ย ย
3.1. Office and Staff Management
โข ย ย ย ย Supervise and coordinate activities within the Ministerโs office to ensure smooth operations.
โข ย ย ย ย Oversee the work of support staff, ensuring high levels of professionalism and efficiency.
โข ย ย ย ย Manage official correspondence and maintain records of key engagements and decisions
3.2. Stakeholder Engagement and Liaison
โข ย ย ย ย Act as a liaison between the Minister and government institutions, civil society organizations, development partners, and other stakeholders.
โข ย ย ย ย Represent the Minister in meetings, conferences, and official functions as needed.
โข ย ย ย ย Facilitate effective communication and collaboration between the Ministry and external partners
3.3. Communication and Public Relations
โข ย ย ย ย Oversee the preparation of official statements, press releases, and public communication materials.
โข ย ย ย ย Ensure that the Ministerโs office maintains a strong and positive public image.
โข ย ย ย ย Coordinate with the Ministryโs communication team to disseminate key messages and initiatives.
3.4.ย Logistical and Administrative Support
โข ย ย ย ย Manage the Ministerโs schedule, appointments, and travel arrangements.
โข ย ย ย ย Ensure effective coordination of meetings, including preparing agendas and briefing notes.
โข ย ย ย ย Oversee the organization of high-level events and engagements.
Consultantโs Workplace and Official Travel
This is an office-based consultancy. The consultant will be based at the Ministry of Women and Social Affairs. The consultancy may include both international and local travel. ย
