Background:
The World Economic Forumโs 2019 Global Risks Report identified BiH as a country with high exposure and vulnerability to meteorological and geological natural hazards and insufficient capacities to cope with resulting disasters. According to the 2014 BiH Floods Recovery Needs Assessment, the devastating floods and landslides of 2014 caused approximately 2.04 billion EUR of damage. Such disasters significantly undermine local, national, and regional stability and security, with the potential to generate intra-state and inter-state tensions or trigger conflict.
Objective of Assignment:
The provision of expert and technical support for the development of planning documents in the area of disaster protection and emergency response for the City of Trebinje, following a risk-based dimensioning methodology and integrated planning approach for preparedness.
Duration of Assignment:
This is a consultancy assignment with an expected duration of approximately 30 working days.
Tasks and Responsibilities:
Under the overall supervision of the Senior Environmental Affairs Adviser, the successful candidate will be tasked with the following duties:
1. Getting familiarized with the existing documents for protection and rescue in Trebinje region;
2. Getting familiarized with the current Republika Srpska legislation in the area of disaster risk reduction including RS Government Directive on Development of Protection Plans;
3. Supporting the work of the TCA Expert WG on the development of a Protection and Rescue Plan through the provision of expert advice and mentorship;
5. Preparation of workplan for the expert working group;
6. Training and capacity building for members of expert group.

Necessary Qualifications:
University degree in technical sciences, in particular on risk management, protection and rescue, disaster risk reduction, or similar related fields; A minimum of 10 years of relevant professional experience in the area of overall preparedness planning for protection and rescue services, risk-based dimensioning, risk and vulnerability analysis, Proven experience in analysing and assessing data and producing specialized technical reports; Proven experience in capacity building and delivering specialized training courses; Proven technical experience in the field of protection and rescue, and risk-based dimensioning; Professional fluency in English and in local languages with excellent communication (both oral and written) skills; Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
