Description of the Assignment:
Objective
The objective of the National NRM and CC Specialist is to assist International Team Leader in developing the UNDP Project Document and CEO Endorsement Request for the project โPromoting climate-resilience through ecosystem-based adaptation (EbA) solutions in the Northern Lao PDRโ. In addition, the NRM and CC specialist is required to coordinate with PPG team members, government entities and relevant stakeholders to ensure that all deliverables are completed on time and with high quality. In addition, the consultant will also engage in a subset of individual assignments which include preparing a situation analysis, site descriptions, and capacity assessments. The sections below provides more details on the specific tasks of the specialist.
Scope of Work
1) Support to Management of the PPG Team
The NRM and CC specialist will need to assist International Team Leader to complete tasks below:
a. Coorodinate the GEF PPG Teamโs National Consultants ensuring that the PPG Team works in accordance with the defined detailed methodology and work plan and in accordance with the clear delegation of responsibilities for the PPG team;
b. Ensure that project development and consultancy interventions of the National PPG Team is participatory, gender-responsive and based on extensive stakeholder engagements; and
c. Through early review of drafts and through consultations with the respective consultants verify and ensure that consultancy inputs to all project components are technically sound.
2) Preparatory Technical Studies and Reviews (Component A): With inputs from the national consultants, as detailed in their respective TORs, the NRM and CC specialist will complete tasks below:
a. Compile baseline/situational analysis for the full-size project (FSP). This will include a precise definition of baseline projects, activities, budgets, goals and co-financing;
b. Compile all relevant information of the targets watersheds that is identified in the project concept note, including site specific situation analysis of each of the project sites.
c. Take the lead in the identification of the project sites, and prepare documentation of selection criteria and making sure that geo-referenced data and maps are clearly presented both for targeted protected areas and broader landscapes, as applicable;
d. Ensure the preparation of GEF Climate Change Adaptation Tool for the project areas and identify preliminary gaps and recommend strategy for assessing training needs of partner institutions
e. Review climate Lao PDR climate trends and predictions and evaluate future climate risks to the project interventions, as well as undertake calculations of the projectโs CO2 mitigation using the FAO exAct tool tCO2eq
f. Take the national lead in preparation of partner capacity assessments and discussions on management arrangements early in the PPG process;
g. Review existing institutional and other stakeholdersโ capacities and use the UNDP Capacity Development Scorecard to establish baseline scores, and propose mid-term and end-of-project targets and indicators for monitoring institutional capacities and personnel competencies to be developed by the projectProvide relevant input towards the completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs.
h. Review existing financial mechanisms for protection of natural resources and climate adaptation solution in Lao PDR by investigating the potentials of private sector and other innovative financial options, e.g. farming carbon credit.
i. Coordinate and support the obtaining of co-financing letters
j. Oversee the compilastion of the PPG consultation reports
3) Formulation of the ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B): National Team Leader will need to complete tasks below:
a. Develop and finalize report of Landscape Profiles and Situation Analysis of target sites
b. Develop and finalize Capacity Development Score Card Assessment Report;
c. Develop and finalize GEF Climate Change Adaptation Tool Report;
d. Develop and finalize ExAct tool tCO2eq calculations and Results summary (or similar GEF recognized tCO2eq calculations)
e. Develop and finalize a Climate and Disaster Assessment for instance using the World Bank Climate and Disaster Assessment or siminar assessment tools
f. Develop and finalize the relevant documentation for the GEF Core Indicators and ensure these are supported by robust and validated data;
g. Develop and finalize report on finance sustainable climate adaptation solutions.
h. Assist Team Leader to ensure the completion of the required official endorsement letters; and co-financing letters;
i. Support the team leader in development the project budget tables; and
j. Review and assist as agreed with the PPG Team Leader with the synthezation of all analyses, studies, etc. that are prepared under Components A and B to produce the draft UNDP-GEF ProDoc, GEF CEO Endorsement, and all mandatory and project specific Annexes, using the templates.[1]
4) Validation Workshop (Component C):
The NRM and CC Specialist will need to assist International Team Leader to complete tasks below:
a. Preparation for the validation workshop, present, discuss and validate the final draft ProDoc and mandatory and project specific annexes, with a special focus on the SESP and any management plans;
b. Assist the PPG Team Lead, as agreed, with the preparation of necessary revisions that arise during the workshop; and
c. Provide inputs, as required, to the completion of Validation Workshop Report.
d. Participate in internal UNDP briefings and clearance processes as required by UNDP.
5) Final Deliverables:
a. Landscape Profile and Situation Analysis Assessment;
b. International Cooperation Optimization Report
c. Report on finance sustainable climate adaptation solutions.
d. GEF Climate Change Adaptation Tracking Tool
e. Capacity Development Score Card Assessment Report;
f. Climate screening of the project summarizing potential climate impacts and risks to project landscape, assessing vulnerabilities of proposed project interventions and recommendations to improve climate-resilience of proposed interventions;
g. GHG emissions avoided or carbon sequestration estimates using FAO ExAct or similar tools;
h. Co-financing letters
i. Validation Workshop Report
