Purpose of consultancy:
Mozambique has made remarkable progress in expanding access to family planning (FP) services over the past decade. The modern contraceptive prevalence rate (mCPR) has more than doubled, from 11% in 2011 to 25% in 2022/23, contributing to a significant reduction in maternal mortality (from 408 to 233 per 100,000 live births) and child mortality (from 101 to 39 per 1,000 live births). These gains reflect the Government of Mozambiqueโs commitment and strong partnerships in strengthening reproductive health systems and ensuring women and girls have greater autonomy over their reproductive choices.
However, recent funding cuts, particularly the suspension of United States Agency for International Development (USAID) support, pose serious risks. The USAID has historically supplied over 50% of contraceptives and supported critical supply chain operations. Its withdrawal has created funding gaps and threatens last-mile distribution, risking stockouts, increased unintended pregnancies, unsafe abortions, and preventable maternal and child deaths.
In 2025, Mozambique successfully closed a US$6 million shortfall in contraceptive procurement through contributions from UNFPA, the Ministry of Health, the World Bank, and other partners. Yet, gaps for 2026 onward remain severe, with an estimated US$8.8 million shortfall in 2026 rising to US$17 million annually by 2030. Without sustained investment, the country could face over 1,671 additional maternal deaths, 9,426 child deaths, and 0.5 million unintended pregnancies in 2026 alone.
This proposal seeks to safeguard and expand access to modern contraceptives under the project โChoice and Access: Family Planning for Health, Rights, and Developmentโ (2025-2027).
To ensure consistent availability and equitable access to a broad range of contraceptive methods by strengthening procurement, supply chain, and service delivery systems at both facility and community levels, with a focus on adolescents, youth, women, and underserved populations.
The Logistics Associate is responsible for all downstream supply chain activities in Niassa, Nampula, Sofala and Inhambane, including:
A. Logistics
The Logistics Associate provides necessary support in close collaboration with programme and operations teams in the CO for resolving all logistical-related issues and information delivery. Under the direct supervision of the SRHR Specialist, with support from the Logistics Officer provides support and executes logistical services in CO ensuring their effectiveness, transparency, and integrity. The Logistics Associate supports a client-focused, quality and results-oriented approach in theย unit. Strategically manage and oversee all contraceptive logistics operations to ensure efficient, compliant, and timely distribution. Support the development and implementation of contraceptive distribution plans at the provincial level, by ensuring coordination with districts and health units to optimize distribution routes and delivery times" focuses on the logistics and coordination aspects of getting contraceptives from the provincial level to the service delivery points (districts and health facilities). Collaborate with the Provincial Health Directorate/Services and the Provincial Medicine Depot by actively participating in pre- and post-distribution meetings, utilizing accurate records of incoming and outgoing commodities (maintained using designated tools and software) to inform planning, decision-making, and performance review; Manage inventory levels across the supply chain, identifying and proposing corrective actions for stock-outs or overstock situations, and ensuring inventory data accuracy through support for physical verification and reconciliation processes. Coordinate with transporters, warehouse staff, and implementing partners to ensure efficient logistics operations and that delivery plans align with approved distribution schedules and district and health facility needs. Supervise the loading, dispatch, and receipt of medicines to ensure accuracy and integrity of deliveries. Ensure adherence to proper storage and transport conditions, including temperature control when required. Ensure the accurate and timely recording, monitoring, and reporting of logistics data using the nSIMAM and SIGLUS systems, and subsequently utilize the nSIMAM data to conduct quarterly availability analyses to assess and report on trends in commodity availability and the diversity of available methods over time.B. Administration
Track shipments and ensure timely delivery to the last mile. Collect and compile delivery notes, stock cards, and transport documents for all shipments. Prepare and submit regular logistics and distribution reports to the Provincial Coordinator. Report any discrepancies, delays, or challenges in the distribution process. Produce monthly and quarterly reports on the performance of the contraceptive supply chain distribution of commodities Collaborate with family planning (FP) program implementation partners and with the Central Medical Store (CMAM). Participate in coordination meetings with the Ministry of Health, UNFPA, and other partners to strengthen last-mile delivery systems.C. Capacity Building
Support capacity building of provincial, district and health facilities/warehouse personnel in logistics management procedures.B. Vehicle maintenance and distribution efficiency:
Support implement a routine distribution vehicle maintenance schedule: Conduct or support monthly inspections of all allocated distribution vehicles to identify routine maintenance needs (e.g., oil changes, tire wear, fluid checks). Coordinate with the DPM team to ensure all identified maintenance is completed, ensuring vehicles are fully operational before each distribution cycle. Contribute to optimized distribution route planning: Actively participate in the route planning process for all distribution cycles. Use consumption and stock data toย prioritize delivery sites, and collaborate with the DPM team to propose and implement optimized routes that minimize travel time, distance, and fuel consumption, aiming to increase the number of delivery points per trip.Duration:

Supervisory arrangements:
Under the overall supervision of the SRHR Specialist/Team Leader, in Maputo and the technical support of Logistic Analyst, Provincial Directorate and Central Medical Store and in collaboration with the International Operations Manager
Expected travel:
The consultants are expected to travel within districts of Niassa, Nampula, Sofala, and Inhambane - UNFPA will cover travel costs (DSA, and transportation) for the consultant only to the districts.
Required expertise, qualifications and competencies, including language requirements:
Education
First level degree or higherย in pharmacy, business administration, public administration or a related field. Knowledge in the field of Procurement, Logistics, Quality Management Systems and or Supply Chain, is desirable..Work experience
Six years of relevant experience at the national and international levels, in supply chain, logistics, demand planning & forecasting, contracting & contract management, emergency response, procurement strategies & procurement policy, and/or other directly- related technical fields is required. Proven experience in warehouse management /operation. Understanding of development and humanitarian work. Experience in international, public procurement or contracts and supplier management is highly desirable. Experience with UN Logistics, Incoterms and their use, procurement, finance and contracting regulations and procedures will be an advantage. Experience in the use of softwares for warehouse management. Experience in the use of software for logistics management Knowledge of logistics on health and pharmaceutical products is an asset, especially in regards to sexual, reproductive and maternal health. Strong analytical and leadership skills. Proficiency in current office software applications and corporate IT systems, in particular Excel, required at intermediate level (able to use complex formulas and use of pivot tables).Languages:ย Excellent verbal and written communication skills in English and Portuguese.
