National Consultant for UNDP- GEF Midterm Review (Applicant shall be National of Sudan)
Introduction:
This is the Terms of Reference (ToR) for a National Consultant to conduct the Midterm Review (MTR) of the Global Environment Facility (GEF) financed Promoting the use of minigrids for sustainable development in Sudan - National child project under the GEF Africa Minigrids Program. The project started on the 4th of January 2022 and is in its third year of implementation. This ToR sets out the expectations for this MTR. The GEF funded project titled โPromoting the use of minigrids for sustainable development in Sudan - National child project under the GEF Africa Minigrids Programโ, is being implemented by the Sudan Electricity Holding Company (SEHC) under the Ministry of Energy with support services from UNDP. As part of the UNDP-supported, GEF-financed Africa Minigrids Program (AMP), this project seeks to increase access to clean energy by increasing the financial viability, and promoting scaled-up commercial investment, in low-carbon minigrids in Sudan with a focus on cost-reduction levers and innovative business models. The projectโs main objective is to develop solar PV minigrids as a major avenue for rural electrification in Sudanโs rural energy landscape, which is currently an underdeveloped market where private sector involvement and appetite have been very limited in the past. To achieve this, the policy and regulation component work and proposed activities is set to play a key role, as Sudan has not developed any off-grid legislation or policy framework. A simple registration process for LV mini-grids is recommended as one of the first projectโs activities to stimulate bottom-up proposals.
