Introduction
UNDP Vietnam is looking for a qualified National Consultant to prepare technical report on Vietnamโs blue carbon potential with a focus on seagrass to inform Vietnamโs Nationally Determined Contribution 3.0 (NDC 3.0)
Viet Nam faces significant impacts from global climate change, with its coastal zones and low-lying river deltas at heightened risk. Between 2000 and 2019, Viet Nam was the thirteenth most affected country globally by climate-related loss events, according to the Global Climate Risk Index 2021[1]. Indeed, the areas along Viet Namโs 3,260-kilometre-long coastline experience saline intrusion, droughts, coastal degradation and erosion, storm surges, typhoons, and floods[2]. Contingent upon Viet Namโs emissions pathway, it is estimated that between six and twelve million people will be affected by coastal flooding by 2070-2100 without effective adaptation action[3].

The objective of this consultancy is to support the integration of emission reduction measures from seagrass into the NDC 3.0 by developing the Business-As-Usual (BAU) scenario of GHG removals, emissions and net emissions, proposing potentially new measures for increasing carbon sequestration and reducing GHG emissions, estimating the total potential emission reduction, and analyzing costs and financial needs for implementing those measures (conditional and unconditional targets). The assignment will contribute to enhancing the scientific basis and ambition of NDC 3.0, ensuring that seagrass is recognized not only as critical nature-based solutions for climate mitigation and resilience, but also as valuable assets for sustainable coastal development.
