Project Description
Integrated water resource management and reducing risks from flood hazards are major concerns for Lao PDR. The UNDP-GEF LDCF \"Integrated Water resources Management and Ecosystem-based Adaptation in the Xe Bang Hieng River Basin and Luang Prabang Cityโ project aims to support the government of Lao PDR to promote the integrated management of land and water resources at target sites in the Xe Bang Hieng River Basin and Luang Prabang city. This will increase the climate resilience of communities to the impacts of floods and droughtsโboth of which are projected to become more intense and frequent under future climate scenarios. The project is being implemented over the period of four years from December 2022 to December 2026 by the Department of Water Resources of the Ministry of Natural Resources and Environment.
The project aims to strengthen the climate resilience of communities in two particularly vulnerable areas of Lao PDRโnamely, Savannakhet Province and Luang Prabang cityโparticularly focusing on the impacts of floods and droughts. This improved resilience will be achieved through three complementary project components, specifically:
Component 1: Developing national and provincial capacities for Integrated Catchment Management (ICM) and integrated urban Ecosystem-based Adaptation (EbA) for climate risk reduction;
Component 2: Ecosystem-based Adaptation (EbA) interventions, with supporting protective infrastructure and livelihood enhancement; and
Component 3: Knowledge management and Monitoring and Evaluation (M&E).
Scope of Work
Under the direct supervision of the Project Coordinator and the Technical Specialist, and in coordination with the Savannakhet Province government authorities and staff, the civil engineer will perform the following roles and responsibilities:
Management of civil works:
Conduct on-site assessments, measurements, inspection and supervision of construction activities, and ensure that the work is carried out in accordance with the contract documents, consistent with internationally and locally accepted engineering standards and practices; Prepare Quality Assurance System Guideline and instructions for the construction works; Monitor construction works as per the contractual provisions and design specifications, and in accordance with established procedures, including community climate-resilient infrastructures, Social and Environmental safeguards (SES), health and safety, gender and inclusion approaches and sustainability; Verify construction works and conduct materials testing to ensure they are consistent with the project technical specifications, and inform the Project Coordinator of any deviations that might arise; Supervise the overall implementation of works to ensure they are completed on time, within budget, and to a high-quality standard, including taking timely action to prevent potential delays and/or cost overruns that can be avoided; Ensure that health and safety measures are adopted and followed to the full extent and with no deviation, and if needed, instruct additional safety measures.
Conduct on-site monitoring, reporting and implementation of construction works:
Conduct regular inspection and supervision of construction works, prepare periodic progress reports, on-site monitoring reports and minutes, stakeholder meetings minutes, engineerโs instructions and variation orders, contractorโs bill review reports, certifications, etc.; Take pictures and collate operational documents in digital formats for the contract records and duly maintain an electronic library of photos/documents of the progress of the works, and ensure that the daily records are kept in the site workbook; Report and verify the quantities of works prepared by the contractorโreview each payments certificate of the contractors and assist in the verification of the quantities; Review and certify the request for final payment submitted by the contractor at the completion of construction under contract. Guide and supervise construction firmโs engineers in performing their roles; Monitor the workplans and inform the Project Coordinator for any deviation; Provide regular feedback to the Project Coordinator of any problem which may arise with the contractor;ยท Maintain project construction records and issue correspondence, certificates, notices, and instructions on behalf of UNDP to the contractor as may be required by the provisions of the construction contract documents
Conduct monitoring and reporting of the construction work after the retention period before last payment; Support in the preparation of the completion/handover/close-out reports, events, and technical site visits.Support the procurement of civil works:
Support the projectโs Procurement Team with technical assistance in the preparation of tender documentation and bid analysis as required; Strictly follow UNDP procurement terms and conditions of recruitment and payment disbursement procedures. Ensure that all tendering and contracting is performed in accordance with stated procedures.The Civil Engineer will be based in Vientiane with periodic travel to the project sites to conduct spot inspection, supervision and monitoring of civil works.
Period of assignment/services: 30 working days.
