Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is committed to eliminating all forms of violence against women and girls and advancing gender equality across all spheres, including the rapidly evolving digital space. In line with its global mandate and the priorities of the Generation Equality initiative, this consultancy supports the implementation of activities under the Action Coalition on Technology and Innovation for Gender Equality. Tunisia has also demonstrated its commitment to promoting gender-responsive digital policies and enhancing legal frameworks to address both offline and online gender-based violence (GBV). This includes aligning with international frameworks such as the African Union Convention on Ending Violence Against Women and Girls (AU CEVAWG). The consultancy will contribute to supporting legal advocacy efforts and to advancing Tunisiaโ€™s engagement in global partnerships. These efforts align closely with UN Womenโ€™s strategic objectives to promote inclusive governance, enhance institutional accountability, and ensure that digital transformation serves as a force for gender equality.

The consultant will be reporting to the program coordinator, and will be supported by the program officer, who will be the point of contact on the contract and payment issues.

Description of Responsibilities/ Scope of Work

The consultant will be responsible for providing technical expertise and coordination support to advance UN Womenโ€™s legal and policy advocacy initiatives in Tunisia. More precisely, he/she will be conducting a comparative legal analysis and developing evidence-based policy recommendations to support an advocacy campaign aimed at promoting the ratification of the African Union Convention on Ending Violence Against Women and Girls (AU CEVAWG). The consultant will also contribute to the development and implementation of a national roadmap to reactivate Tunisiaโ€™s engagement in the Action Coalition on Technology and Innovation. Key tasks will include the preparation of background notes, briefing papers, workshop content, presentations, and meeting minutes; the organization and facilitation of at least four multi-stakeholder legal and policy advocacy workshops; and close coordination with national stakeholders to ensure alignment with UN Womenโ€™s strategic objectives on inclusive governance, institutional accountability, and gender-responsive digital transformation

Consultantโ€™s Workplace and Official Travel

The assignment requires intermittent presence at UN Women premises and with partners, depending on the activities schedule. The consultant is required to be available to attend in-person meetings at UN Womenโ€™s office or with key stakeholders and partners as needed, including during preparatory discussions, workshops, and consultation events. This presence is essential to ensure effective coordination, timely feedback, and alignment with the projectโ€™s expected results.
