Duty station: Yerevan, Armenia (Home-Based with occasional office visits)
Description of the Assignment: The primary goal of the assignment is to support the Central Electoral Commission (CEC) in mainstreaming gender equality within its institutional frameworks, policies, and operations. This will be achieved through the development and operationalization of the CEC Gender Equality and Social Inclusion (GESI) Policy Framework by integration of gender and inclusion priorities into the CEC Development Strategy and Roadmap 2024โ2028, and alignment with international standards and UN directives. The focus of the work is also on institutional capacity-building and policy support. The expert will design and deliver mentorship, leadership development, and internship initiatives to empower women and young professionals in electoral administration, and facilitate multi-stakeholder consultations to promote inclusive, gender-responsive, and accessible electoral policies. Training will apply the BRIDGE methodology, integrating modules on gender equality, inclusion, anti-discrimination, prevention of sexual exploitation and abuse (PSEA). These efforts will enhance institutional mechanisms for gender mainstreaming and inclusion within the CEC, strengthen womenโs representation and leadership in electoral processes, and advance inclusive, transparent, and equitable electoral governance in Armenia.
The Gender Equality Expert will ensure that gender perspectives are systematically embedded into CEC policies, training programmes, and public engagement activities, in collaboration with UNDP, partner CSOs, and relevant stakeholders. The specific objectives are to:
Promote womenโs participation and leadership in electoral management by designing mentorship initiatives and implementing leadership development activities. This includes Electoral Gender and Social Inclusion Mapping (EGSIM), the development of the CEC Gender Equality and Social Inclusion (GESI) Framework and providing recommendations for the integration of measurable gender equality goals within the CEC Development Strategy and Roadmap (2024โ2028).Providing capacity building for institutional and individual capacities of CEC officials and electoral stakeholders on gender mainstreaming, inclusion, and the prevention of sexual exploitation and abuse (PSEA).
