Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

About UN Women Liberia:

UN Women in Liberia works closely with the Government of Liberia (GoL) through several line ministries, development partners, civil society organizations, womenโ€™s groups, and other UN Agencies since 2004. UN Women envisions a country in which society is free of gender-based discrimination, where women and men have equal opportunities, where women and girls are empowered to lead the change that they want to see, and where womenโ€™s rights are upheld in all efforts to further development, human rights, peace, and security. For this purpose, the implementation of UN Women in Liberiaโ€™s Strategic Note was embedded in the promotion of womenโ€™s human rights and gender equality, which are key in sustaining peace and furthering achievements in stability and development.

To ensure the successful implementation of the Strategic Note for 2020-2025, the UN Women Liberia Country Office is planning to undertake a Country Portfolio Evaluation (CPE) in accordance with UN Women corporate requirements. The CPE is scheduled for January to June 2025, coinciding with the end of the SN implementation.

The Country Portfolio Evaluation (CPE) is a comprehensive, independent assessment aimed at evaluating UN Women Liberiaโ€™s strategic positioning, relevance, effectiveness, efficiency, and sustainability from January 1, 2020, to July 30, 2025. Objectives include assessing efficiency, effectiveness, and sustainability in achieving gender equality, evaluating program relevance and alignment with Liberiaโ€™s national strategies, examining the integration of human rights and gender equality principles, documenting lessons learned, and making actionable recommendations for UN Womenโ€™s strategic positioning for 2026-2030.

UN Women is therefore seeking to recruit two consultants to undertake the CPE, including a Senior Evaluation Consultant (International), and an Evaluation Consultant (National). The Senior Evaluation Consultant (International) will assume a leadership role in overseeing the evaluation process, including planning and delegation of evaluation tasks. Meanwhile, the Evaluation Consultant (National) will provide essential support throughout the evaluation including assisting with local access, cultural considerations, and logistical aspects. The evaluation will yield critical insights to enhance strategic positioning and effectiveness, in alignment with global and national gender equality goals. The consultantโ€™s expertise is essential for producing high-quality evaluation reports, guiding future programming, and strengthening accountability and learning within the organization.

Duties and Responsibilities

The consultant will be expected to facilitate the following:

  1. Collect and organize relevant program documents and stakeholder contacts. The National Consultant will work under the Senior Consultantโ€™s guidance to ensure the completeness and relevance of the documents.
  2. Facilitate communication with implementing partners and stakeholders. The National Consultant will collaborate with the Senior Consultant to ensure effective participation and logistical support during the evaluation.
  3. Manage logistics for field missions and process payments for the evaluation team. The National Consultant will work with the Senior Consultant to coordinate and ensure smooth operational aspects of the evaluation.
  4. Assist in data collection and analysis, including remote data collection if needed. The National Consultant will work under the Senior Consultantโ€™s supervision to ensure accurate and comprehensive data collection.
  5. Organize debriefing sessions and gather input from stakeholders. The National Consultant will collaborate with the Senior Consultant to present preliminary findings and integrate stakeholder feedback.
  6. Ensure compliance with evaluation requirements. The National Consultant will work closely with the Senior Consultant to coordinate with the evaluation management and reference groups.

    Deliverables

  7. Initial Design Report: Proposes methodology, evaluation matrix, data collection tools, and work plan. Reviewed and commented on by management and reference groups before validation.
  8. Report and Presentation of Preliminary Results: Includes the first version of the evaluation report with findings, conclusions, and recommendations, in line with UN Womenโ€™s GERAAS parameters. Also involves a PowerPoint session to present and discuss preliminary findings with the management and reference groups, incorporating feedback before finalizing the report.
  9. Final Evaluation Report: Finalized report incorporating feedback from the management and reference groups, aligned with GERAAS parameters, and cleared by IEAS.

    Consultantโ€™s Workplace and Official TravelThe consultant will primarily work remotely from their designated office or home office. For the evaluation, the consultant may need to travel to project sites or relevant locations as required.

Required Skills and Experience

To qualify for the role of providing effective assistance to the Team Leader, the Evaluation Consultant must:

Hold a master's degree in human sciences, economics, management, or other related disciplines (minimum B.Sc+4 level);Justify an experience of at least 5 years in the development, planning, monitoring and evaluation of development projects / programs.Have a good knowledge of gender conventions, concepts and issues, be able to appreciate gender mainstreaming and familiar with its main tools.Have a good command of methods for collecting and processing quantitative and qualitative data.Have a good capacity for analysis, writing and synthesis.Be familiar with the concepts and operationalization of project / program planning and management according to the \"Results-based management\" approach.Have a good knowledge of the socio-political environment of Liberia

Languages:

Fluency in English is required. Knowledge of any other UN official language is an asset.
