Project Context and Scope
The International Organization for Migration in Turkmenistan is implementing a project to support national efforts on effective water resource management and climate change adaptation planning, focusing on vulnerable groups such as members of families staying behind, women-led households. The project will enhance the adaptive capacity of this target group by increasing their knowledge and practical skills, as well as through a series of training workshops for decision-makers, planning specialists, and technical experts from local administrations and communities in the Ahal and Dashoguz velayats on inclusion of vulnerable groups in local-level planning and climate change adaptation processes. Additionally, the project will demonstrate the effective use of water resources and the application of traditional, innovative, and environmentally sustainable technologies on irrigated lands in the mountain village of Konegummez, Ahal velayat, and on the desert pasture areas of the Garagum livestock farm, Dashoguz velayat. An important aspect will be the involvement and cooperation of stakeholders for effective local-level adaptation planning, resilience building, and ensuring national accountability for project outcomes. The project will also conduct case studies to support national climate change adaptation efforts. Project activities will contribute to fulfilling national commitments to adapt vulnerable groups to climate change.
The national consultant will work closely with the IOM project team and other stakeholders to successfully implement this assignment. IOM will ensure the involvement of local administration representatives for the successful completion of this assignment.

- Develop and submit an assessment methodology for review/
- Participate in working meetings with local administration representatives for approval of all stages of work within this Terms of Reference and identify project sites with sufficient water supply for demonstrating water-saving technologies after the assessment.
- Conduct an assessment of groundwater availability at the potential project sites in the mountain village of Konegummez, Ahal velayat, and on the desert pasture areas of the Garagum livestock farm, Dashoguz velayat.
- Prepare a final report on the work done with recommendations for identifying two project sites with sufficient water supply.

ย Education- Professional education in agriculture, ecology, hydrology, agroecology, or related sciences. Experience
- At least five years of relevant work experience in hydrology, ecology, agriculture.
- Previous experience in conducting similar work and providing quality reports.
- Experience working with government organizations and NGOs.
- Experience working with international organizations/agencies is desirable. Skills

- Ability to complete tasks within the established timeframe while maintaining the quality of results.
