Introduction
Country: Vietnam
Description of the Assignment: A national consultant (Team Member) to conduct gender in mine action assessment and subsequent validation workshop
Period of assignment/services: September to December 2025 (35 days)
The KoreaโViet Nam Peace Village Project (KVPVP), implemented by VNMAC with technical support from UNDP and funding from the Government of the Republic of Korea through KOICA (2022โ2026), has featured active participation of women in areas of mine action, including Explosive Ordnance Risk Education (EORE) and victim assistance. These efforts reflect VNMACโs growing commitment to align mine action with the principles of gender equality, as articulated under Sustainable Development Goal (SDG) 5 and in Viet Namโs National Action Plan for the implementation of the 2030 Agenda.
In 2024, the Government of Canadaโthrough its Military Training and Cooperation Program (MTCP)โendorsed a new initiative to support cooperation between UNDP and VNMAC in integrating and advancing gender considerations across comprehensive mine action interventions at both national and provincial levels. As a central component of this initiative, Canada will fund the implementation of a dedicated gender analysis of the mine action sector in Viet Nam. This analysis will examine gender dimensions within national and international mine action operators, encompassing both office-based and field-level activities, including survey and clearance operations, EORE, and victim assistance. The study report will identify existing gaps, opportunities, and strategic entry points for promoting more inclusive, equitable, and gender-responsive mine action programming.
The findings of the report will be presented at a multi-stakeholder workshop convened to disseminate results, encourage dialogue among stakeholders involved in gender equality and mine action, and generate practical recommendations. Discussions at the workshop may also contribute to the development of an action plan to support gender mainstreaming in mine action in Viet Nam, along with identifying priorities, institutional responsibilities, and measures to strengthen womenโs participation, leadership, and access to mine action services. The workshop is expected to foster long-term collaboration among VNMAC, government ministries, development partners, and civil society to advance gender equality across the sector.
