Background of the Assignment: The Child Protection Information Management System (CPIMS) in Kenya is a centralized, web-based platform designed to manage and track child protection data, aiming to support evidence-based decision-making and service coordination for vulnerable children. Its establishment aligns with Section 38(c) and (r) of the Children Act, 2022, which mandates the Directorate of Childrenโ€™s Services (DCS) to maintain current records on child services and provide quarterly institutional reports. Despite its foundational role, CPIMS faces challenges in data quality, standardization, data flow, and resource availability, limiting its effectiveness in managing and responding to child protection cases. To address these issues, DCS is partnering with key stakeholders under the PLEAD II projectโ€”including UNODC, UNICEF, UNHCR, and the Joining Forces Alliance (JFA)โ€”to enhance the system. The initiative aims to: โ€ข Strengthen child-level case management and automate tasks; โ€ข Harmonize case management forms to streamline workflows; โ€ข Improve system efficiency by reducing redundancy in forms; โ€ข Enhance data security and ensure compliance with protection standards; โ€ข Enable accurate, timely reporting and analysis for informed programming and resource allocation; โ€ข Facilitate data sharing among child protection entities; and โ€ข Improve decision-making across national, regional, and county levels. 2. Purpose of the assignment: The consultancy is intended to provide technical support for the assessment, improvement, implementation, and sustainability of the Child Protection Information Management System (CPIMS), its Data Portal, and the associated eLearning platform managed by the Directorate of Children Services (DCS). The consultantโ€™s role focuses on enhancing the systemโ€™s functionality, security, interoperability, and usage across all 47 counties, ensuring alignment with national child protection priorities, digital transformation strategies, and data protection legislation. While the consultant provides technical expertise, DCS will retain leadership in decision-making and coordination of government and stakeholder engagement through an established Technical Working Group. This consultancy is part of a wider initiative supported by UNODC, UNICEF, UNHCR, and JFA to strengthen Kenyaโ€™s child protection and justice systems through digital innovation and coordinated data management. Key objectives include: โ€ข Enhancing CPIMS functionality for case management and data analysis. โ€ข Strengthening interoperability with key government systems such as ESR, CCTPMIS, NICHE, ADOPMIS, CDMIS, JJIMS, NIIMS, judiciary systems, ODPPโ€™s Uadilifu system, police OB, and CPIMS+/PRIMERO, among others identified by the Technical Working Group. โ€ข Sustaining and developing the eLearning platform for widespread, ongoing capacity building. โ€ข Providing ongoing technical mentorship and facilitating technology transfer to DCS MIS staff. โ€ข Ensuring compliance with the Data Protection Act (2019), Children Act (2022), and international data privacy and child protection standards. 3. Specific tasks to be performed by the consultant: Under the overall supervision of the Regional Representative in the UNODC Regional Office for Eastern Africa (ROEA) and the direct supervision of the UNODC ROEA Head of the Crime Prevention and Criminal Justice Programme, and in close cooperation and consultation with DCS, UNICEF, UNHCR, JFA and other child justice actors, the consultant will perform the following substantive duties and responsibilities: a) Development of an inception report โ€ข The consultant will prepare an inception report which shall detail his/her understanding of the assignment founded on the terms of reference. The inception report will also provide detailed scope of the system audit as developed in consultation with all project partners, timelines and methodology to be applied for discussion with DCS and all partners involved in implementing this initiative. b) Conducting CPIMS Audit โ€ข Conduct an evaluation of the CPIMS including a gap analysis, opportunities for enhancement as well as integration with partner systems and requisite infrastructure to maintain and roll out an enhanced system. โ€ข The scope of the audit shall seek to meet the purpose of the assignment and be agreed upon in consultation with project partners. In addition, the scope shall include but not be limited to: o Mapping and analyzing user experiences and requirements and identifying opportunities for enhancement such as unique identification of various subjects in the system. o Information security risk assessment and review of internal controls and procedures including incident reporting, handling and system maintenance. o Data base optimization for data analytics o Governance structures and human resource needs to support desired enhancements o Mapping of other systemโ€™s feasibility for integration and requisite improvements for interoperability. โ€ข In conducting the audit, the consultant shall leverage on previous work undertaken by project partners. โ€ข Develop an action plan for the implementation of the prioritized recommendations based on DCSโ€™ immediate needs for each change request or modules/ application development. This shall include a User and Software Requirement Specification with the number of days required to complete the identified enhancements. โ€ข Develop a budget to inform the resources required to effectively implement the developed action plan c) Enhancement of CPIMS โ€ข Develop and implement on a priority basis the proposed enhancements of the CPIMS Audit including software design, development, testing, and maintenance of the proposed improvements to the CPIMS and its modules. This shall include: o Enhance system performance, security configuration, disaster recovery, offline and mobile web functionality. o Oversee database optimization, ETL processes, and cloud or server setup and compliance. o Ensure data security and protection against unauthorized access, manipulation or data loss o Support in harmonization of case management forms, modules and data flow process o Enhance the system to have an offline capability โ€ข Install, configure and manage the test & production environments of developed applications. Including System Testing, User Acceptance Testing etc. Prepare test cases, prepare test data and execute test cases. Prepare test reports of software(s) based on systems specifications & validations performed, data migration and other related tasks. โ€ข During this process, errors and bugs shall be handled and addressed based on priority and severity classification with a clear proposal on the approach and response times for bug and error troubleshooting and handling, in addition to the procedures and tools in place to manage ticketing and trouble shooting. โ€ข In conducting the enhancements, adhere to international best practice and national software engineering standards. โ€ข Prepare software documentation with sections on system characteristics, system architecture (including scope, Component Descriptions, technical requirements, solution architecture, Database design, data management, security, logging, testing, etc.), Data privacy, infrastructure services, use management, Data migration, etc. โ€ข Prepare a User Manual/ user learning material of developed applications to be handed with training to the Operational users. โ€ข The User Manual shall include instructions that inform all necessary software maintenance, including coding, testing, debugging, upgrading and modifications. d) System integration โ€ข Lead interoperability with key systems as identified being ready for integration including but not limited to ESR, CCTPMIS, NICHE, ADOPMIS, CDMIS, JJIMS, NIIMS, Judiciary case tracking and e-filing systems, ODPP Uadilifu Case Management system, Police digitized Occurrence Book (OB), and CPIMS+/PRIMERO โ€ข Develop and implement integration/ the proposed enhancements of the CPIMS that facilitate integration with identified suitable partners. โ€ข Facilitate and support or directly install, configure and manage the test and production environments of developed applications, including System Testing, User Acceptance Testing etc. โ€ข Prepare test cases, prepare test data and execute test cases. Prepare test reports of software(s) based on systems specifications and validations performed, data migration and other related tasks. โ€ข During this process, errors and bugs shall be handled and addressed based on priority and severity classification with a clear proposal on the approach and response times for bug and error troubleshooting and handling, in addition to the procedures and tools in place to manage ticketing and trouble shooting. โ€ข In conducting the enhancements, adhere to international best practice and national software engineering standards. โ€ข Develop and maintain integration documentation, including Application Programming Interfaces (APIs) and data sharing protocols. โ€ข Prepare a User Manual/ user learning material of integrated applications to be handed with training to the Operational users. โ€ข The User Manual shall include instructions that inform all necessary software maintenance, including coding, testing, debugging, upgrading and modifications. Qualifications/special skillsAn advanced university (Master or equivalent) degree in in Computer Science, IT, or Software Engineering or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. โ€ข Minimum of 5 years relevant work experience in Management Information System (MIS) development in Child Protection or criminal justice system, preferably with a strong understanding of child protection case management process is required. โ€ข Experince with CPIMS or similar platforms is required. โ€ข Experince in software development and system integration is required. โ€ข Proficiency in Open Data Kit (ODK), Power BI, STATA, or SPSS is desirable. โ€ข Experience in cloud infrastructure, cybersecurity, and system documentation is desirable โ€ข Experience with low-resource/low-bandwidth deployment environments; mobile applications and open-source solutions; data visualization systems is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required.
