Background of the Assignment As the global guardian of the United Nations standards and norms in Crime Prevention and Criminal Justice, UNODC seeks to strengthen the rule of law through the prevention of crime and the promotion of fair, humane, and accountable criminal justice systems. To do this, UNODC provides Member States with expertise and advice to develop effective and responsible crime prevention strategies and policies and to build the capacity of their criminal justice systems to operate more effectively within the framework of the rule of law, while promoting human rights and protecting vulnerable groups. Within the framework of the Crime Prevention and Criminal Justice Programme, UNODCโ€™s project titled โ€œProgramme for Legal Empowerment and Aid Delivery (PLEAD) Phase II, and seeks to โ€œReinforce the rule of law, improve access to justice, increase efficiency and accountability in the justice system and use of technology as an enabler of justiceโ€ while addressing capacity needs and persistent bottlenecks affecting service delivery in the justice sector, advance digitalization to streamline the administration of justice and countering corruption to improve access to justice for all Kenyans, including those at risk of exclusion and marginalization. The PLEAD II component implemented by UNODC targets support to the following institutions in the justice chain (national partners): National Council on the Administration of Justice (NCAJ), Judiciary, Office of the Director of Public Prosecutions (ODPP), Probation and Aftercare Service (PACS), Witness Protection Agency (WPA), Directorate of Children Services (DCS), Ethics and Anti-Corruption Commission (EACC), Kenya Prisons Service (KPS) and National Police Service (NPS). On the other hand, the United Nations Development Programme (UNDP) will support Civil Society Organisations (CSOs) through its flagship Amkeni Wakenya facility. 2. Purpose of the assignment The purpose of the assignment is to support the National Council on the Administration of Justice (NCAJ) in strengthening Kenyaโ€™s justice sector response to corruption and economic crimes by transforming inter-agency training content into engaging, interactive e-learning modules grounded in adult learning principles. NCAJ, a policy and oversight body established under the Judicial Service Act 2011, has played a pivotal role in promoting accountability, inter-agency coordination, and integrity across the justice chain through frameworks and guidelines that standardize anti-corruption efforts. This consultancy aims to enhance the capacity of justice sector actors by developing digital training aligned with national policies and international standards, while also facilitating stakeholder engagement to ensure the relevance, ownership, and effective application of the learning materials.. 3. Specific Tasks to be performed by the consultant: The consultant will work under the overall supervision of the Head of the Crime Prevention and Criminal Justice Programme UNODC ROEA, direct supervision of the Programme Manager in coordination with the Programme officers and work closely with the NCAJ Secretariat Committee on Court User Committees in performing the following substantive duties and responsibilities: The consultant shall perform the following tasks: a. Inception Meeting and Report: Undertake an inception meeting with the relevant stakeholders at NCAJ to review the scope, timelines and methodology of work for the development of the elearning content. Draft and submit to UNODC the inception report. b. Review and Analyse Training Content: Conduct a detailed review of existing anti-corruption and economic crime training materials to determine suitability for digital conversion, with a focus on andragogical effectiveness and learner engagement. c. Translate Content into E-Learning Modules: Adapt and translate the training content into interactive, learner-centred e-modules using best practices in adult learning (andragogy), ensuring alignment with inter-agency training goals and standards. d. Design Instructional Flow and Learning Activities: Develop instructional design plans, including module structure, interactive elements, knowledge checks, and case-based learning exercises to enhance retention and application of knowledge. e. Collaborate with Technical Teams for Deployment: Work closely with IT and LMS (Learning Management System) teams to ensure compatibility, seamless integration, and user accessibility of the developed e-learning content. f. Final Consultancy Report: Draft and submit to UNODC a final consultancy report summarizing all tasks undertaken in the template provided and attaching all work outputs or deliverables. The report should cover the activities undertaken, providing direction and other factors for consideration for uploading the materials onto the online platform and online delivery Qualifications/special skillsAn advanced university (Master or equivalent) degree in education, instructional design, adult learning,communication, governance, public policy, law or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. o Minimum of five years of demonstrated experience in designing, developing, and delivering e-learning content, particularly in the governance, justice, or anti-corruption sectors is required. o Experience translating technical content into accessible and engaging digital training formats using adult learning and andragogical principles is desirable. o Proficiency in e-learning authoring tools (e.g., Articulate Storyline, Adobe Captivate, Moodle, or similar platforms) is required. o Strong understanding of anti-corruption frameworks, economic crimes, and inter-agency collaboration in the justice sector is desirable. o Experience with legal and policy frameworks in anti-corruption and the justice sector, particularly in Kenya or similar jurisdictions is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required.
