Guided by the global UNDP Strategic Plan (2022 โ€“ 2025) and UNDP Country Programme for Lao PDR (2022 โ€“ 2026), UNDP in Lao PDR works closely with the line Ministries, mass organizations, civil society, development partners, and the private sector at both national and sub-national levels in pursuit of the national socio-economic development priorities defined in Lao PDRโ€™s five-year National Socio-Economic Development Plan (NSEDP) and Sustainable Development Goals (SDGs). The UNDPโ€™s work is strongly focused on the provision of policy advice and technical support to the Government of Lao PDR in the design and implementation of national legislation and strategies across four broad Priority Pillars โ€“ (1) inclusive growth and reduced inequalities, (2) UXO clearance and risk education, (3) natural resources, climate change and disaster risk reduction, as well as (4) effective, responsive, and accountable governance.

UNDP has a long history of working in Lao PDR. UNDPโ€™s comparative advantage has been its ability to work closely with a very broad range of government and local-level institutions at all levels. The new UNDP country programme is aligned with the 9th NSEDP and is anchored in UNDPโ€™s long-term partnership with the government for more than three decades. The new programme builds on the previous CPD achievements that saw the incorporation of SDGs into national planning architecture. It will aim to support Lao PDR in recovery from the economic and social impacts of the COVID-19 pandemic and continue its transition from LDC status, with a particular emphasis on supporting inclusive growth and reducing inequality.

UNDP Lao PDR, NRM, CC and DRR Unit:

Lao PDR is extremely vulnerable to climate change, particularly the impacts of floods and droughts. Since the 1960s, the country has experienced an increase in the frequency and severity of these events, resulting in increased impacts on, and risks to, vulnerable communities in Lao PDR. These impacts include, for example, damage to crops, thereby decreasing food and financial security. The severity of climate change impacts is further compounded by non-climate change-related factors such as increasing urbanization, ecosystem degradation and deforestation. UNDP focuses on provision of technical and policy support to the Government of Lao PDR to strengthen sustainable management of natural resources, including land, water and biodiversity and increase resilience to climate change related risks.

The position will be based in the UNDP Lao PDR Country Office in Vientiane.

OBJECTIVE

Under the supervision of the Head of the NRM, CC, and DRR Unit, the Communications and graphic Illustration consultant will be responsible for implementing an effective Outreach, Visibility, and Communication Plan and creating visually compelling graphic content to enhance the visibility of the NRM, CC, and DRR Unitโ€™s impacts and the UNDPโ€™s brand image. The consultant will provide communications support to the unit team members and projects. The role requires a strong interest in Natural Resources Management, Climate Change and Resilience, and the combined expertise in communication with a strong background in graphic design for public relations, creating meaningful engagement, awareness raising and advocacy on the topic.


Scope of Work

The successful applicant will be responsible for the following:

1. Assist in leveraging communications channels to advertise NRM, CC & DRR unitโ€™s activities and events (At least three activities/events)

2. Develop various communication materials to raise awareness on biodiversity conservation, climate change mitigation and adaptation, and resilience.

3. Support multimedia communication initiative of the NRM, CC & DRR unit.[MM1] [PC2]

4. In line with the NRM, CC & DRR units work provide oversight and support as needed for project specific communications related requirements.

a) Event support: Provide logistic and communication support for the unitโ€™s activities/events, ensuring all necessary information and materials are available.

b) Executing communication plan: including social media packages for the awareness-raising campaign, visibility and outreach plan.

c) Coordination: Communicate with stakeholders, including the media, to ensure an increasing reach for public audiences.

Develop various communication materials to raise awareness on biodiversity conservation, climate change mitigation and adaptation, and resilience.

a) Content Creation: Developing communication products, including but not limited to Communication plans, Press releases, blog/articles, Social Media captions, relevant graphic designs, and others.

b) Graphic Illustration: Design and produce high-quality visual content, including digital and printed graphic materials.

c) Quality Assurance: Ensure all design work aligns with the organizationโ€™s branding guidelines and enhances the overall aesthetic appeal of communication materials.

d) Report: Monitor and provide analytics on social media channels on the campaign's impact.

3. Support multimedia communication initiative of the NRM, CC & DRR units:

a) Content Creation: Assist in the creation and enhancement of multimedia communication materials, including visualization, audio content, and other interactive media.

b) Visualization: Support the development of visual content such as infographics, charts, and illustrations that effectively convey complex information in a clear and engaging manner.

c) Cross-Media Integration: Ensure seamless integration of multimedia elements across various communication platforms, enhancing the audience's overall experience and engagement.

d) Visual and Audio support: Support photography and videography when needed.

4. In line with the NRM, CC & DRR units provide oversight and support as needed for project-specific communications-related requirements.

a) Provide support in event communication plans and logistic support

b) Review and guide UNDP branding and policies on the development of communication products, online content, infographics, and audio and visual materials.

c) Coordinating and advising on project-specific print and social media strategies to enhance visibility and engagement.

Period of assignment/services: 90 working days.
