Background:
Human trafficking can be found in global supply chains and service provision, requiring both governments and businesses to take preventive action. Increasingly, public procurement and labour authorities are introducing social safeguards to address forced labour and fraudulent recruitment.
The OSCE has advanced the understanding of labour exploitation and promoted measures to counter it through its Ministerial Council Decisions, guidance for institutions, private sector and civil society, calling on participating States to strengthen prevention through responsible procurement, transparent supply chains and enhanced co-operation with all stakeholders, while also ensuring the OSCEโs own practices remain free of trafficking risks.
To address the prevention of human trafficking in the supply chains in Albania, under the OSCE Presence in Albaniaโs Extra-Budgetary Project, co-funded by the governments of the United Kingdom, Norway, Ireland and Italy, support will be provided to institutions and civil society organisations towards sector-specific human trafficking risk profiles. To this end, the Presence will engage international and national experts to develop comprehensive risk assessment methodology and propose implementation tools to conduct human trafficking risk assessments in the supply chains in Albania.
Objective of Assignment: 
The objective of this Terms of Reference (ToR) is to hire a national expert, to support the work of the international experts, through research and data on human trafficking indicators in the supply chains in Albania focusing labour inspection aspects. 
Duration of Assignment:
This consultancy is envisaged to be completed during a period of 3 months.
Tasks and Responsibilities:
Inception Report - Prepare a report outlining planned support to the international expert, focusing on the labour inspection system in Albania, identification of data sources and coordination with the labour inspectorate.
Desk review for data mapping on labour inspection - Compile an analysis of existing national and international reports, regulations, inspection procedures and statistics relevant to detecting trafficking risks through labour inspections.
Provision of data and draft inputs - Collect inspection-related data (cases, trends, challenges) and prepare inputs to support the international expertโs risk assessment methodology, including through participation in roundtables and workshops to be organised by the OSCE Presence.
Contribution to practical tools for labour inspectors - Support to the international experts in drafting national inputs for checklists, indicators and guidance materials to be used by labour inspectors in identifying and addressing trafficking risks in supply chains. 
Final consolidated inputs on labour inspection - Submission of final inputs, reflecting OSCE Presence and international experts feedback, including all labour inspection-related findings and recommendations. 
Deliverables:
Deliverable 1: Draft report, of maximum 5 pages (within two weeks from starting the assignment). 
Deliverable 2: Draft analysis based on structure to be approved by OSCE Presence, of maximum 5 pages, by end-January 2026. 
Deliverable 3: Report based on guidance of international expert, by end-January 2026. Participation in two consultative workshops. 
Deliverable 4: Data and reports upon request, throughout assignment. 
Deliverable 5: Final report, by end February 2026. 
 
Necessary Qualifications:
Education:Advanced university degree in law, social sciences, public administration, labour relations, or a related field. A first-level university degree with relevant professional experience may be accepted in lieu of an advanced degree.Professional experience:
โข At least 10 years of professional experience in the field of labour inspection, labour law enforcement, occupational safety, or related areas.
โข Demonstrated experience in conducting or supporting labour inspections in Albania, preferably in sectors at higher risk of labour exploitation or trafficking.
โข Proven knowledge of national legal and institutional frameworks regulating labour inspections, workersโ rights, and anti-trafficking measures.
โข Experience in collecting, analysing and systematising labour market data and inspection findings.
โข Prior involvement in international projects, particularly those related to human trafficking, child labour, or forced labour.Skills and Competencies:
โข Familiarity with inspection methodologies, indicators and risk-based approaches for detecting labour exploitation.
โข Ability to liaise and coordinate effectively with labour inspectorates, state institutions and civil society organisations.
โข Excellent communication and presentation skills.
Languages:
โข Excellent written and spoken knowledge of Albanian.
โข Good knowledge of English (both oral and written) to liaise with the international expert and draft inputs in English.
 
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
