Background:
Trafficking in human beings occurs in global supply chains and service provision, requiring both governments and businesses to take preventive actions. Increasingly, public procurement and labour authorities are introducing social safeguards to address trafficking, including fraudulent recruitment, workersโ exploitation and various forms of abuses that lead to those.
The OSCE has advanced the understanding of trafficking in human beings in the supply chains and promoted measures to counter it through its Ministerial Council Decisions, guidance for institutions, private sector and civil society, calling on participating States to strengthen prevention through responsible procurement, transparent supply chains and enhanced co-operation with all stakeholders, while also ensuring the OSCEโs own practices remain free of trafficking risks.
To address the prevention of human trafficking in the supply chains in Albania, under the OSCE Presence in Albaniaโs Extra-Budgetary Project โStrengthening Albaniaโs law-enforcement and prosecution capacities and multi-agency co-operation in combatting trafficking in human beingsโ, co-funded by the governments of the United Kingdom, Norway, Ireland and Italy, support will be provided to institutions and civil society organisations towards sector-specific human trafficking risk profiles. To this end, the Presence will engage international and national experts to develop comprehensive risk assessment methodology and propose implementation tools to conduct human trafficking risk assessments in the supply chains in Albania, with a focus on the labour inspection.
Objective of Assignment: 
The objective of this Terms of Reference (ToR) is to hire an international expert, to support the Albanian State Labour Inspectorate in developing a methodology and a sample sector-based risk assessment to address trafficking for labour exploitation, with a particular focus on migrant workers..
Duration of Assignment:
This consultancy is envisaged to be completed within a period of approximately 5 months.
Tasks and Responsibilities:
Inception and Methodology - Approach, workplan, methodology framework for labour exploitation risk assessment in supply chains (with focus on migrant workers and role of labour inspectorate).
Review of International Frameworks - analysis of relevant international framework, national co next to be provided by OSCE and other countriesโ national best practices that can be adjusted to Albanian context. 
Stakeholder Consultations - Consultations in Albania with OSCE, State Labour Inspectorate, ministries, CSOs. 
Draft Risk Assessment Methodology โ general methodology applicable in Albanian labour inspection context. 
Sector-Based Sample Risk Assessment - Pilot risk assessment in selected sector (i.e hospitality, construction, domestic work).

Necessary Qualifications:
Education:
โข Advanced university degree (Masterโs or higher) in law, social sciences, international relations, public policy, labour studies, or a related field.
โข Additional specialized training on trafficking in human beings, labour rights, or supply chain due diligence is an asset.
Professional Experience:
โข Minimum 7โ10 years of professional experience in combating trafficking in human beings, labour rights, or labour inspection systems.
โข Proven experience in developing risk assessment methodologies, sectoral risk profiles, or monitoring tools in the field of labour exploitation and/or supply chains.
โข Demonstrated experience in advising or supporting government institutions, particularly labour inspectorates, regulatory bodies, or ministries of labour.
โข Experience in conducting research, assessments and analysis related to migrant workers, labour exploitation and supply chains-related vulnerabilities.
โข Prior work with international organizations (OSCE, ILO, EU, UN) or similar institutions on anti-trafficking, labour rights, or human rights projects.
Knowledge and Skills:
โข Strong knowledge of international legal and policy frameworks related to trafficking in human beings, forced labour and migrant workersโ rights.
โข Familiarity with labour inspection practices and institutional mandates in EU countries. 
โข Excellent analytical, drafting, and report-writing skills in English.
โข Strong facilitation and communication skills, with ability to conduct stakeholder consultations and workshops.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
