Mission and objectivesWho we are (Mission) UNDP has been working in South Sudan for over 30 years. With the formation of the independent Republic of South Sudan in July 2011, UNDP established a Country Office and has staff working all over the country to help build government institutions. UNDP has maintained its presence in South Sudan despite significant challenges in the operating environment by adopting a flexible approach to its work with the Government of South Sudan. Since the conclusion of the Agreement on the Resolution of Conflict in August 2015, UNDP aims to work in partnership with the Transitional Government of National Unity, non-governmental organizations, civil society organizations, community-based organizations, multilateral aid agencies, bilateral donors, academia, media and the private sector. The overarching aim of UNDP is to support the progress towards peace and reconciliation, early recovery and governance, and towards the new Sustainable Development Goals (SDGs). What we do UNDP’s goal is to help creating more resilient communities and reinvigorated local economies; strengthening peace and governance; and empowering women and girls. UNDP South Sudan aims to do this by supporting the Government to manage public finances in an environment of respect for the rule of law, with an accountable government to deliver inclusive economic growth.
ContextThe United Nations Development Programme (UNDP) has worked in South Sudan for over 30 years. UNDP South Sudan aims to support the government and people of South Sudan to transition out of humanitarian assistance towards sustainable development with an emphasis on state-building and peacebuilding. UNDP's Peace and Community Cohesion (PaCC) project contributes to reducing and mitigating national and local level conflict and insecurity by investing in initiatives that address the key drivers of conflict and supporting central and subnational governments and authorities. Specifically, PaCC supports communities, the central and subnational governments, and authorities to; a) establish and enhance the capacity of peace infrastructures to manage conflicts peacefully; b) deepen social, cultural and economic cohesion among communities to foster healing, reconciliation and peaceful coexistence; c) empower citizens, with added emphasis on women, youth and other marginalized groups for voice, agency and participation in governance and peacebuilding initiatives and demand accountability; d) implement legal, policy and civilian frameworks on small arms and light weapons; and e) promote conflict-sensitive access, use and control of natural resources by pastoral and farming communities in targeted conflict clusters. In this context, the PaCC project is seeking to enhance its impact through the development of a robust field monitoring system.
Task DescriptionUNDP is seeking to engage 1 online volunteer to support in M&E who will be under the immediate supervision of the PaCC Programme Manager. The M&E volunteer will perform the following tasks: (i) Review of the PaCC M&E framework: Discuss and support the review of baseline and performance indicators; (ii) Design M&E tools: a. Develop an online M&E system to collect, check, verify and compile data on outputs and outcomes; b. Review and develop practical and user-friendly reporting tools to ensure that qualitative and quantitative data are captured; c. Develop a data collection protocol adapted to the use of the M&E online system; d. provide guidance on the implementation of these tools.
