ROLE PURPOSE

Plan International is an independent child rights and humanitarian organisation committed to children living a life free of poverty, violence and injustice.

We support children to gain the skills, knowledge and confidence they need to claim their rights to a fulfilling life, today and in the future. Given the current humanitarian crisis in the Far-North Region of Cameroon Plan is engaged in providing multi-support to the child and young people. Its operations are implemented in keys sectors including Child Protection, Education, Health, SRHR, Nutrition, WASH, NFIs, Livelihood Food Assistance and conflict management in coordination with all other humanitarian institutions.

On January 2023 Plan International received project from UNHCR Cameroon., this project has two components including Education and Protection. As part of this project, the successful candidate will be responsible for the technical design/review Monitoring and evaluation system activities. He/she will ensure the quality of the Monitoring and evaluation system of the project HCR

Dimensions of the Role

This position is responsible for Monitoring and Evaluation, technical leadership planning initiatives, monitoring, evaluation, research and dissemination in the context of HCR respective project implementation for assistance to Refugees, IDPs and host communities in the Far North Region of Cameroon specially in the Logone and Chari, Mayo Tsanaga et Mayo Sava division. S/he will also strengthen the project technical team and will provide technical support to the Project Coordinator, communities and other partners. S/he will co-ordinate closely with the Project Coordinator, the PIIA MERL Coordinator and other Emergency Response Team members and Plan International staff, especially monitoring & evaluation management, to improve program quality and effectiveness of the current response/project as well as any future recovery activities. The Monitoring & Evaluation Officer will be based at the Plan International office in Maroua

Accountabilities

  • Conduct regular monitoring visits to ensure that the project is on the right track in performing the planned activities and achieved the expected outputs;
  • Ensure that monitoring data are fed into project management decisions and used in program management;
  • Follow the implementation of activities and to ensure that the information/data collection is made in accordance with the load specifications of the project, guideline of donor and in accordance with the strategic guidelines and Plan International Cameroon programmatic standards
  • Identify major challenges for project implementation and report to the Project Coordination for immediate decision making;
  • Participate in the development/review of the action plans and detailed budgets of project;
  • Ensure weekly and monthly follow up of indicators;
  • Develop/update the tools of indicators monitoring of the project;
  • Ensure quality control of data and information collected, through the development and/or review of tools for the data collection in accordance of the logical frameworks of the project, the quality assurance system of Plan International, Program Accountability and Learning System (PALS);
  • Organize/supervise the data collection, their processing and analysis of data in the context of the monitoring of indicators of the project;
  • Train local Plan International local staff, members of the local organizations partners to use of data collection tools;
  • Elaborate the performance reports and the reports on indicators monitoring and to ensure their presentation according to the request;
  • Participate in the selection and organize the follow-up of the mission of studies office/consultants selected for studies and evaluation;
  • Produce monthly reports on capitalization of lessons learned and good practices identified in the context of the project implementation;
  • Participate actively in the annual evaluation process of programs of Plan International Cameroon and in the evaluation of the performance of organizations partner.
  • Ensures that Plan Internationalโ€™s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan Internationalโ€™s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures
