Work LocationHome based Expected duration6 months Duties and ResponsibilitiesBackground: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP is the United Nations systemโs lead entity for addressing environmental issues at the global and regional level. UNEPโs Law Division works with countries around the world to develop, implement and promote legal and institutional frameworks for environmental management and sustainable development. Its strategic direction in this respect comes from the Fifth Programme for the Development and Periodic Review of Environmental Law (Montevideo Programme V) adopted by the United Nations Environment Assembly (UNEA) under resolution 4/20 in March 2019, as an intergovernmental programme designed to promote the development and implementation of environmental rule of law, strengthen the related capacity in countries, and contribute to the environmental dimension of the 2030 Agenda. This is a ten-year programme which runs from 2020 to 2029. UNEP is mandated through the Montevideo Programme V to strengthen capacity of member States in the development and implementation of environmental law through the approved biennium UNEP Programme of Work, while contributing to the environmental dimension of the 2030 Agenda for Sustainable Development and to be fully consistent with the UNEP Medium Term Strategy. Countries around the world have designated National Focal Points for the Montevideo Programme V. Priority areas of implementing the Montevideo Programme V have been decided by the designated National Focal Points at their first and second Global Meetings. It is expected that when UNEP adopts the Medium-Term Strategy 2026-2029, the Montevideo Programme V will also have to be consistent with any changes. UNEA through paragraph 5 of resolution 4/20 decided to review Montevideo Programme V no later than 2025 and requested the Executive Director of UNEP to provide a report on that review, including clearly defined and measurable targets, to be considered by the United Nations Environment Assembly at the session following the submission of that report. In order to carry out the above mandate, the Law Division through Montevideo Coordination and Delivery Unit (MCDU) seeks to engage a Consultant to support the MCDU in undertaking the various tasks required to review Montevideo Programme V and prepare a report on that review. Under the supervision of the Head of the MCDU, the Consultant will undertake the review and prepare a report, with the following responsibilities: (i) Assess progress of the development and implementation of activities under the Montevideo Programme V from inception to date and provide feedback on the type and quality of the activities in relation to what they seek to achieve, (ii) Review the UNEP Medium-Term Strategy from 2020 to 2024 and programme of work from 2020 to 2024 and related reports, to assess the extent to which Montevideo Programme V is integrated and is delivering on the 2030 agenda for sustainable development as well. (iii) Review the two UNEP Projects so far used to deliver each of the outputs and outcomes for Montevideo Programme V under the Environmental Governance Subprogramme and analyze the results in terms of delivering outputs and outcomes of projects and the extent to which the delivery of results is according to the agreed indicators and can be attributed to UNEP action. Share feedback on how the programme and the choice can be structured in a better way. (iv) Assess the effectiveness of the role designated Montevideo National Focal Points Play in identifying priority areas for Montevideo Programme V and even contributing to its implementation. (v) Assess the effectiveness of the UNEP-LEAP Platform in channeling requests of countries to UNEP for technical assistance and recommend action to improve on the system. (vi) Identify challenges if any of implementing Montevideo Programme V. (vii) Identify and prepare a set of measures and targets on how the rest of the Montevideo Programme V can be delivered in a better more organized way compared to the first part of Montevideo Programme V. (viii) Prepare a summary of conclusions, findings and recommendations on the best way to implement Montevideo Programme V. Qualifications/special skillsA minimum of five years of progressive technical/evaluation experience, including evaluating large, global programmes, including overseeing project teams. Working experience in environmental law, environmental policy, international law, or sustainable development-related matters is required. An advanced university degree (masterโs degree or equivalent) in environmental law, environmental policy, or international law, or related area is required. A first level (undergraduate) degree in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree. A minimum of five years of progressive technical/evaluation experience, including evaluating large, global programmes, including overseeing project teams. Working experience in environmental law, environmental policy, international law, or sustainable development-related matters.
