1. Background and objectives of the assignment โ Background In response to rapidly changing workforce dynamics, increased competition for top talent, and skill shortages, WIPO is executing its forward-looking HR Strategy (2022-2026) to position the organization for long-term success. Central to this strategy is the shift towards a skills-based organization, focusing on developing a workforce that is agile, adaptable, and aligned with organizational goals. WIPO is enhancing talent management practices with a particular emphasis on skill development, employee engagement, workforce diversity, and leadership development. With nearly half of its professional workforce expected to retire over the next 15 years, WIPO is prioritizing succession planning and building a strong, skills-oriented talent pool to ensure seamless leadership transitions. Scope of work/ deliverables โ โข Project Management & Execution โ Delivering HR initiatives on time and within scope, ensuring structured planning, execution, and tracking of progress. โข Process Optimization & Implementation โ Operationalizing skills-based talent management initiatives, ensuring seamless adoption across departments. โข Process Improvement โ Identifying inefficiencies in HR processes, implementing solutions to streamline operations, and ensuring smooth execution of initiatives. โข Cross-functional Collaboration โ Coordinating with HR teams, IT, and other departments to ensure alignment on project objectives, deadlines, and deliverables. โข Stakeholder Communication โ Providing regular updates to stakeholders, managing expectations, and ensuring transparent communication of project progress. โข Change Management Support โ Supporting the implementation of change management strategies to align HR initiatives with broader organizational transformations. โข Data Analysis & Reporting โ Extracting and interpreting HR data to provide insights and support informed decision-making. โข Training & Change Management โ Delivering training programs and resources to build awareness and capacity among employees and managers regarding new initiatives. โข Technology Support โ Assisting with the integration and effective use of technology tools (AI, HRIS, LMS, performance management systems) to achieve project objectives. โ 3. Expertise โ โข Project Planning: Proven ability to develop comprehensive project plans, including defining clear objectives, timelines, and resource allocation, ensuring projects are set up for success from the start. โข Problem-Solving โ Analytical skills to identify root causes of issues in HR processes and develop effective solutions to address them. โข Stakeholder Management: Expertise in identifying key stakeholders, managing expectations, and building strong relationships to ensure buy-in and alignment throughout the project lifecycle. โข Communication: Excellent written and verbal communication skills, with the ability to distill complex project details into clear, actionable information for diverse audiences, ensuring full transparency. โข Risk Assessment: Skilled at identifying potential risks early in the project and implementing proactive strategies to mitigate them, minimizing the likelihood of project delays or failure. โข Change Facilitation: Experience in guiding organizations through transitions, ensuring smooth adoption of new systems or processes while addressing resistance and promoting positive outcomes.ย โข Data Analysis & Storytelling โ Ability to analyze data, identify key trends, and present findings in a clear, engaging way that helps stakeholders understand insights and make informed decisions. โข Monitoring & Reporting: Strong capability to track project progress, analyze data, and provide timely and insightful reports that help guide decision-making and ensure alignment with project goals. โ 4. Experience โ 3-5 years in managing HR projects, with a focus on coordinating HR initiatives, improving HR processes, and supporting the implementation of HR strategies. Experience working cross-functionally with various teams to ensure project success, along with demonstrated ability to manage communication with key stakeholders. Proven success in delivering HR technology projects or process improvements within budget and on schedule, contributing to the overall success of HR strategies and organizational goals. โ 5. Language โ Excellent written and spoken knowledge of English. Ability to work in French is an advantage.ย โ 6. Reportingย โ The consultant(s) will report to the Senior Manager of the Talent Partners Unit and/or the Senior Manager of the Employee Experience Unit, and will meet with the Director of Talent Management Services on a regular basis to report on progress and deliverables. โ 7. Duration of contract and payment โ Selected applicants will be offered a framework agreement of up to 5 years, and they will be given assignments as the business needs arise during the agreement period. โ Applicants are requested to provide an indication of their remuneration expectations in Swiss francs (daily rate). โ Other informationโ ICS (Individual Contractor Services) fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules.ย It is an independent contractorโs agreement. ICS are not entitled to payment for holiday and sick leave, medical insurance, or staff pension benefits.
