    ABOUT MANAGEMENT SERVICES OFFICER AT WFP


    This position is based in Gaza, Palestine and reports to the Deputy Country Director.

    THE ROLE

    To plan and deliver high quality, client-focused, and value for money services pertaining to the Management Services portfolio that enable staff to deliver food assistance to beneficiaries, in line with WFPโ€™s strategy.

    KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

    1.Contribute to the development and implementation of Management Services components of WFPโ€™s Country Strategic Planning (CSP) and Resource Planning aligned with country/regional and wider WFPโ€™s strategies and policies to facilitate efficient and effective service delivery.

    2. Contribute to the development of annual plans adapting policies, procedures, processes, standards, and systems to specific operational contexts, mitigating risks and ensuring services provided support WFPโ€™s strategic objectives.

    3. Manage and/or carry out specialised functional analysis using data-driven approaches to provide management and clients with the accurate information and reports for efficient planning and decision-making.

    4. Build and maintain productive partnerships with WFPโ€™s internal and external stakeholders, other UN agencies, and government entities to strive for efficiency and optimisation of cross-functional processes.

    5. Manage the existing resources and estimate new requirements aiming at efficiency, cost effectiveness and timeliness of operations and services.

    6. Manage the execution of contracts to ensure value for money and optimal resource allocation.

    7. Contribute to the development and implementation of standard emergency preparedness and response actions to support WFP to quickly deploy the needed resources to affected areas.

    8. Monitor the compliance of services and facilities related to Occupational Safety and Health (OSH) to proactively identify hazards and provide recommendations for action.

    9. Promote a culture of environmental sustainability by role modelling actions that drive sustainability in all activities.

    10. Utilise digital tools and applications to their fullest potential collaborating with technical experts to effectively adopt and adapt innovative technologies, thereby enhancing operational workflows and customer service.

    11. Prepare and implement designated components of UN Reform related inter-agency initiatives to achieve cost savings and enhance service quality.

    12. Conduct oversight field missions to identify gaps, provide advice, and propose solutions in the relevant services or products of responsibility.

    13. Manage and motivate diverse teams, provide coaching, training and guidance as required to ensure appropriate development and enable high performance.

    14. Strengthen capacity building activities for WFP staff and partners to improve their understanding of Management Services regulations, policies, procedures, processes, standards, and systems.

    QUALIFICATIONS AND EXPERIENCE

    Education: Advanced University degree in Business/Public Administration, Engineering, or other relevant field relating to office management and administration, or First University degree with additional years of related work experience and/or training/courses.

    Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

    • Has substantial experience in managing one or more Management Services lines of business (for example management of assets, facilities, fleet, travel, or other) including coordination with internal and external stakeholders.

    • Has experience in managing teams and liaising with a wide range of people to implement projects and activities in complex environments.

    • Has experience in working with data-related concepts and tools and leveraging data-driven insights for improved decision-making and business outcomes.

    • Has experience in project management and contract management.

    • Has demonstrated the ability to provide guidance and instruction to staff within area of expertise.

    • Possesses general knowledge and understanding of procurement processes, specifically in the non-food procurement sector

      TERMS AND CONDITIONS

      • This is an International Professional position, and candidates must be a national of a country other than the country of assignment.

      • The selected candidate will be employed on a limited fixed-term contract of 1 year renewable.

      • A Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period. The position is based in Palestine, Gaza and the selected candidate will be expected to relocate.
