The World Food Programmeโs engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies, and to develop programmes that seek to improve nutrition and the overall quality of life of vulnerable people.
Since 1 March 2024, WFP has been implementing a five-year Country Strategic Plan (CSP 2024-2028) to support the Government of the Philippines will contributing towards efficient and comprehensive emergency preparedness and response capacity and improved resilience at the individual, household, community and institutional levels. Investments in human capital development through the promotion of nutrition-sensitive and inclusive social protection interventions, such as the home-grown school feeding programme, will protect and promote the food and nutrition security of vulnerable people and communities, social cohesion, economic growth and gender equality.
The country strategic plan will be guided by three interrelated outcomes:
โข By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
โข By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
โข The Government and partners in the Philippines access WFP services that augment their interventions, upon request.ORGANIZATIONAL CONTEXT:
The Management Services Associate will report to the Head of the Resource Management Unit.
At this level, job holder is expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems daily. Job holders have a level of expertise and knowledge to adapt and contribute to the development of systems and processes to continually improve the level of support provided. JOB PURPOSE:
To provide specialized support and coordinate the delivery of client-focused and value-for-money services pertaining to the Management Services portfolio.KEY ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive, within delegated authority):
1. Coordinate administrative and technical support within the Management Services portfolio to ensure efficient and high-quality service delivery.
2. Monitor resource needs within the designated area of responsibility and assist in identifying new requirements to enhance operational efficiency and cost-effectiveness of services.
3. Collate and analyse data and prepare and/or consolidate reports to contribute to decision- making and efficient management of resources.
4. Monitor and process actions related to procurement, finance, human resources, and other relevant areas, ensuring data is accurately and timely recorded and processed in corporate systems.
5. Review and recommend improvements to procedures to contribute to continuous enhancement of services provided.
6. Provide timely and accurate resolutions to complex queries to ensure efficient delivery of services.
7. Utilise digital tools and technology applications to improve working practices and customer service, and effectively adopt new technologies that are introduced at the workplace.
8. Participate in the preparation of inter-agency initiatives as part of UN Reform to achieve cost savings and enhancement of service quality.
9. Liaise with other functions and third-party contractors to enable efficient service delivery.
10. Provide advice and support to junior staff to ensure individual and team objectives are met in line with required standards.
11. Provide training and guidance to staff to improve understanding of Management Services regulations, policies, procedures, processes, standards, and systems.
12. Contribute to emergency preparedness and response by allocating resources, offering analytics, and providing services.
13. Perform other related duties and responsibilities as required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:Has demonstrated a sound understanding of WFP Management Services regulations, policies, procedures, processes, standards, and systems
Has experience in collating data and preparing reports pertaining to Management Services
portfolio such as management of assets, facilities, fleet, travel, or similar areas.
Has experience in coordinating the work of others and providing guidance and training
Has experience working with teams across different functional areas.
MINIMUM QUALIFICATIONS:
Education:Secondary education with specialized certification in management or supplemented by training in personnel or general administration work.
Bachelorโs degree in Business/ Public management or supplemented by courses relate to the area of work is desirable but not required.
Experience:
Minimum of six (6) years of progressively responsible experience within the relevant business stream.
Has worked within government institutions, international non-governmental organizations (INGOs), or United Nations systems, gaining exposure to complex operational environments.
Has experience working with different teams and has contributed to shared projects and goals.
Knowledge and Skills:Demonstrates foundational knowledge in the management of assets, facilities, fleet operations, travel coordination, or related administrative functions.
Skilled in organizing and coordinating the work of others, with the ability to provide clear guidance and support to ensure effective task execution.
Language: Fluency in in English and Filipino, both oral and written communication
Compensation Package Overview:
Monthly salary starting from approximately PHP 81,000.00++
