The Programme is headquartered in Nairobi, Kenya, and is supported by the Regional Office for Latin America and the Caribbean (ROLAC), located in Rio de Janeiro, Brazil. UN-Habitat operates under the principles established in the Vancouver Declaration on Human Settle-ments, the Istanbul Declaration on Human Settlements, the Habitat Agenda, the Quito Declaration on Sustainable Cities and Human Settlements, the New Urban Agenda, and United Nations General As-sembly Resolution 56/206. Through its work, the Programme seeks to mitigate the negative impacts of accelerated and unsustainable urbanization, while promoting the benefits of sustainable urban devel-opment and contributing to the reduction of urban poverty and the improvement of peopleโs quality of life. Cities in the Andean countries face significant challenges associated with rapid urban growth. Issues such as social inequality, unsustainable management of natural resources, territorial development gaps, and urban insecurity create complex pressures on cities and human settlements. In this context, strategic urban planning that promotes social inclusion and improves quality of life, aligned with de-velopment processes supported by appropriate legislation and governance structures, is essential. Such an approach fosters an economy of opportunities for all while ensuring environmental sustaina-bility, enabling more comprehensive and effective responses to these challenges. From this perspective, the current urban context requires progress towards the design of a robust development agenda that translates into concrete action instruments, guided by the implementation of the New Urban Agenda adopted at Habitat III (Quito, October 2016) and by multilevel urban policies with clear guidelines. These policies should promote cities capable of generating viable solutions to territorial disparities and inequalities. Within this framework, the Regional Office for Latin America and the Caribbean (ROLAC) coordinates UN-Habitatโs work across the different subregions and prioritizes the strengthening of development and management capacities at the subregional level. As a result, in recent years UN-Habitat has consolidated its presence and expanded its portfolio in the Andean coun-tries, working in close coordination with the three tiers of government to support the formulation and implementation of more effective, sustainable, participatory, and socially equitable urban economic, social, and environmental policies. Duties and Responsibilities โข Under the overall supervision of the Finance and Administrative Specialist and HUB Andean Countries Coordinator, the Management Analyst will work in the following areas: Human Resources โข Review Terms of Reference before publication by UN-Habitat. โข Liase with HR in UN-Habitat Headquarters the review of Terms of Reference when needed. โข Follow up on hiring processes done by partner agencies. โข Schedule and set up interview panels through e-mail. โข Contact shortlisted candidates for interview and post interview feedback. โข Gather necessary documentation according to UN rules and regulations needed for hiring in any modality (CIC, IC, UNOPS, UNDP etc.). โข Request Index Number for new hiring. โข Request BP for new hiring. โข Raise and follow up Shopping Cart and or Purchase Orders as needed. โข Track and monitor contract duration and expiry. โข Prepare monthly reports to Headquarters. โข Any other processes and actions needed. Administration โข Organize and file all relevant documents and information in the administration of the projects. โข Support the receiving and distribution of correspondences, materials and equipment. โข Support the team through audits and other administrative and financial compliance. โข Request quotations for low value acquisitions. โข Assist in the elaboration of financial and accountability reports. โข Assist in the management of the Petty Cash fund by filing invoices and updating Umoja. โข Redact official letters in both Spanish and English. โข Request, control and organize all payment request. โข Keep and update the officeโs inventory. โข Assist, if needed, with the monthly payroll. โข Support the finance management of UN-Habitat related to the planning, requesting and controlling of all project related activities. Comply with the activity schedule as outlined by the HUB Coordinator. Finance Administration โข Support in advising on financial and administrative management. โข Assist in the control and budget management of projects in Umoja, advising on the procedures to be performed according to the needs of the implementation plan and / or accounting requirements. โข Raise requests of transaction required for the correct and effective implementation and closure of the projects. โข Assist in monitoring of Umoja accounting of projects, including transactions created by UNON. โข Assist on the identification of possible errors in this area, request the corrections providing and follow up on the correction. โข Assist on the preparation of Budget Revisions in collaboration with the Finance Specialist and the PMO. โข Assist on the execution of Agreements of Cooperation (payments, expenditure reports, audits). โข Undertake any other duties and responsibilities within the incumbentโs expertise that can be reasonably expected to help maximize the efficiency and effectiveness of UN-Habitat. Other โข Maintain HR database. โข Support any other initiative requested by the Project and Finance Managers. โข Be responsible for maintaining an organized and accessible information file. โข Be responsible for ensuring that all activities observe the principles of integrity of the United Nations. Approval โข The consultant will be responsible for keeping the HUB Coordinator and Finance and Administrative Specialist informed and for obtaining validation and approval of the outputs developed. Knowledge Management โข The consultant must be familiar with the organizationโs processes, procedures, and standards to ensure adequate quality of the above-described activities. โข The consultant must understand the consultancyโs filing system and ensure its proper maintenance, accessibility to all staff, and timely updates. โข Manage knowledge networks to disseminate methodologies and documents developed by the agency, and to co-develop new knowledge with strategic partners on issues related to the effective inclusion of migrants and refugees. Other โข Carry out other activities as mutually agreed with the HUB Coordinator and Finance and Administrative Specialist, within the scope of this consultancy and without prejudice to fulfilling their core responsibilities. โข The consultant will participate in work and follow-up meetings with the HUB Coordinator, the UN-Habitat Andean Countries HUB team, and the project staff. Qualifications/special skillsBachelor's degree in Business Administration, HR, Finance, International Relations or related field is required, or additional three (3) years of relevant experience to the post, beyond the requirement. โข Minimum of 7 years of relevant experience with administrative, financial and/or human re-sources routine is required. โข Previous experience with the United Nations is considered an asset. โข Familiarity with and interest in urban and development issues and in the urban global agenda of the Organization is desirable. Good handling of technological tools and use of commercial packages such as Microsoft Office (espe-cially Excel), Internet, cloud sharing, Microsoft Teams, SharePoint. Experience with SAP in general and/or Umoja is considered an asset.
