The World Food Programme (Caribbean Multi-Country Office) is seeking Expressions of Interest from qualified individuals for future consultancies in the Caribbean.

Successful candidates will be placed in a roster for short-term opportunities and may be contacted according to operational needs. Rostered applicants may remain on the roster for 24 months.

The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbeanโs capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.
WFP works with governments and regional institutions to strengthen logistics systems through process improvement activities aimed at keeping supply chain performance levels high and ready for emergency activation. This includes support on strengthening logistics systems by focusing on key sub-processes such as demand planning, inventory management, transport, warehousing, and quality assurance. The approach is grounded in enabling and supporting government-led systems while delivering targeted operational support where it's needed most.
PURPOSE OF THE ASSIGNMENT
To contribute to the daily planning, coordination, and continuous improvement of WFPโs logistics operations by leading or supporting activities across the multi-Country office, monitoring contracted service providers to ensure cost-effective performance and full achievement of objectives, and partnering with key supply chain functions to deliver an integrated approach that meets the food assistance needs of beneficiaries and partners.
ACCOUNTABILITIES/RESPONSIBILITIES (not all-exclusive, nor exhaustive)
CST 1 level
- Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
- Support or manage logistics projects or operational activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
- Collect and analyse data through research and networking with colleagues to recommend actions to senior staff to improve performance of local logistics operations.
- Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimise use of available funds.
- Contribute to consolidation and preparation of operational pipeline planning, and to the management of operational aspects of the supply chain (procurement, shipping, port operation), including checking document and customs clearance readiness, loading and discharging operations and contracting of applicable transport, warehouse and any relevant logistics services.
- Contribute to supply chain by providing technical support and guidance to other CO unit/ services, divisions, particularly for emergency response.
- Support process improvement efforts to partners such as national governments and regional disaster management agencies including technical assistance and trainings.
- Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
- Collate data and contribute to preparation of accurate and timely reporting, including Key Performance Indicators (KPIs), supporting a WFP-wide view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders.
- Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (e.g. through the design and review of training materials
- Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance.
- Follow emergency logistics preparedness practices, participate in preparation of CO Logistics Capacity Assessment (LCA), to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
- Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiencies.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
CST 2 level
- Participate in the development and implementation of procedures for logistics field operations or Headquarters based units ensuring that objectives are achieved in compliance with regional and functional strategies, policies and plans.
- Plan and lead on implementation of innovative logistics operations, initiatives and programs to ensure timely, efficient and cost-effective supply of direct or indirect food assistance.
- Collect and analyse relevant technical data from diverse sources to forecast operational needs under various scenarios and make evidence-based proposals.
- Lead preparation of transport arrangements and contracting of all associated services in accordance with established guidelines.
- Implement operational warehouse procedures and normative guidance in order to manage WFPโs warehouse, handle inventory effectively through corporate systems, and ensure loss mitigation.
- Coordinate logistics, port operation, fleet and warehouse management support services in the area of assignment, preparation of contracts and supplier payments.
- Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimise use of available funds.
- Plan, organise and supervise the work of more junior staff to ensure that tasks are accomplished in a manner consistent with organizational requirements.
- Gather market intelligence through research and networking, thus improving the knowledge basis available to Country Offices, Region and the Programme, and process and analyse proposals in line with WFP standard rules and regulations in order to deliver efficiently.
- Build relationships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance.
- Prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders. Liaise with internal and external stakeholders and consolidate preliminary data analysis, prepare accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision making.
- Provide technical advice and guidance to WFP staff, partners and governments, building capacity to connect to markets, manage food systems and deliver food assistance to those in need.
- Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance.
- Contribute to preparedness actions, prepare CO Logistics Capacity Assessment (LCA), provide technical recommendations and guidance and monitoring the management of specific logistics risks to enable WFP to quickly respond and deploy food and resources at the onset of the crisis.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
CST 1 level
- Background in commercial or humanitarian transportation sectors.
- Proven ability to monitor and report on transport and freight market conditions and trends.
- Familiarity with handling shipments and liaising with customs officials for imports/exports.
- Experience coordinating procurement and transportation processes with other units/ teams.
- Experience in warehouse and commodity management.
- Proficient in using corporate systems including databases and specialized software.
CST 2 level
- Track record of evaluating and selecting service providers and third parties.
- Experience identifying transportation operations risks and maintaining documentation on emergency logistics preparedness.
- Collaborated with Supply Chain stakeholders to determine optimal transport modalities and schedules while coordinating with agents and suppliers to meet deadlines.
- Experience preparing and managing transport and project budgets.
- Familiarity managing integrated air, sea, and land transport operations.
- Experience supervising professional staff.
- Experience in working in insecure and difficult environments.
- Experience working with interagency partners to assess and coordinate emergency/non- emergency response.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS
Education
Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
Years of relevant experience
Level 1: 3-5 years of relevant professional experience
Level 2: 6-10 years of relevant professional experience
Languages
Fluency in both oral and written communications in English
